Harvard. Marketing of agricultural commodities. John D. Black, 1947-48.

 

 

John D. Black took over the agricultural economics courses at Harvard that were previously the responsibility of Thomas Nixon Carver. The course of this post was co-taught by Professor Black and Dr. Charles D. Hyson and was simultaneously taught to both Harvard undergraduates and graduate students. Following the course syllabus for 1947-48 are the midyear exams for both the undergraduate and graduate courses and the final year-end exam for the undergraduates. I have been unable to find the graduate examination questions for the year-end final (they were not included in the collection of examinations archived at Harvard).

    2. Why do Maynard and Beckman object to the term “imperfect” competition?

Chicago. Economics Professor William Hill. Events leading to his leave of absence, 1894

 

 

The “peculiarly sad circumstances”, apparently a manic break in a bi-polar disorder, were reported for University of Chicago economics professor William Hill in 1894. I was able to trace much of the c.v. of this Harvard economics A.M. for today’s post. Apparently his last professional station was at Bethany College in West Virginia where his wife was able to get an appointment teaching history. I’ll keep my eyes open for more biographical information about William Hill (not an uncommon name). There were probably also episodes of depression in his life.

HE GOES TO KANSAS.
PROF. HILL OF THE UNIVERSITY OF CHICAGO GIVEN A VACATION. [1894]

Peculiarly Sad Circumstances Said to Surround the Action of the Faculty in Giving Mr. Hill Chance to Rest and Recuperate – He Is Deeply Interested in Irrigation Affairs, and a Lecture Before the Political Economy Club is Stopped by Physicians.

Prof. William Hill of the University of Chicago has been granted vacation under peculiar and sad circumstances.

Mr. Hill, who is instructor in tariff history and railway transportation, lives in Graduate Hall, occupying Suite No. 16. In addition to his duties in the university, Prof. Hill has been greatly interested in a scheme for the irrigation of arid land in the western part of Kansas. He has always been noted for his studious habits, and, having perfected his plans for reclaiming the Kansas property, he has recently been trying to form a company to give them practical application. At 4 o’clock Thursday morning of last week Night Watchmen Wilson was making his last rounds through Graduate Hall. He had just put out the lights on the third floor and was just about to descend when he heard stealthy footsteps on the floor below.

“Who is there?” He called. “Hill,” was the answer.

Going down Wilson was met by Prof. Hill, who was partially undressed.

“Do you want to make some money?” He asked.

The watchmen expressed his willingness to get rich.

“I’ll show you how you can make thousands,” said the professor, leading the astonished man into his room. There he proceeded to outline his plan for irrigating the dry lands of Kansas and to talk glibly of the vast sums of money to be made in the work.

Wilson was impressed with the peculiar manner of the professor and reported it to his superior officer. The same evening in Cobb Hall Prof. Hill was scheduled to deliver an address before the Political Economy club. He kept his appointment and began his lecture, but before going far the rambling manner of his talk so alarmed his listeners that a physician was summoned, who forbade him to finish. Later the same night Pres. Harper of the university and Prof. Laughlin were driven to the rooms of Prof. Hill and had a conference over his condition. In view of the fact that Prof. Hill’s condition is not considered serious it was decided not to remove him from his rooms, his brother coming on to attend him. Wednesday Prof. Hill was granted a vacation by the faculty and started for his old home in Kansas where he will remain until he has entirely recovered his health.

One of the launchers in graduate Hall was awakened before daylight Tuesday by hearing the professor talking in a loud and disconnected way. He was laboring under the delusion, apparently, that the faculty did not properly understand his case. “The facts must be laid before the members in a proper way,” said Prof. Hill, “so that they will know all about it. I know I am ill. Of course I am ill, but if the thing is not done right who is to know it?”

“What the professor was saying,” said the one who overheard him last night, “and his manner of saying it was like that of a man in a delirium. He has been overworked and overexcited over something. Once I went into his room and found a stranger there with him. The stranger had some sort of a machine, which he was showing Prof. Hill. I understood it was something to be used for irrigating purposes. The interest the professor showed in it was intense.”

When a call was made on Prof. J. Lawrence Laughlin last night the following conversation took place:

“It is said Prof. Hill, one of the instructors in your Department of Political Economy, is ill. Will you tell me how he is?”

“The report is utterly untrue, utterly untrue; Prof. Hill is away on his vacation.”

“Is there nothing the matter with him?”

“Nothing at all; the story is utterly untrue.”

[William Hill graduated from the University of Kansas in 1891 and spent the next year at Harvard where he took his masters degree under Dr. Taussig. At Harvard he also won the Lee Memorial Fellowship. He is the author of the American Economical Association monograph on “Colonial Tariffs.” He came to Chicago University in October, 1892 and has since then become popular with both students and faculty he is Acting President of the Political Economy club of the University and his known as a bicycle rider and tennis expert.]

Harvard-Radcliffe. Economics Ph.D. alumna Barbara Benton Reagan, 1952

 

This post is another in the series “Meet an Economics Ph.D.” It offers several items about the life and career of Harvard economics Ph.D. (1952), Barbara Benton Reagan. A few years before she died, she was interviewed about the history of the economics department at Southern Methodist University. A link to the video is provided as the first item. A note in the University of Texas alumni magazine from 1966 is then followed by her 2002 obituary. Links (to jstor.org) for her work on women in economics are included at the end of the post.

Barbara Reagan was a founding member of the Committee on the Status of Women in the Economics Profession.

Fun Fact:  Barbara Reagan’s daughter, Patricia, received a Ph.D. in economics from M.I.T. (1980) and went on to join the Department of Economics at Ohio State University. This is only the second mother-daughter  economist pair thus far at Economics in the Rear-view Mirror (the first was Nancy and Patricia Ruggles).

Lady home-farm economist

            The only woman on the U.S. Department of Agriculture’s Economic Research Advisory Committee is Dr. Barbara Benton Reagan, BS in HE ’41 with honors, a professor at Texas Women’s University, Denton.
Dr. Reagan is also the only woman member of the advisory committee to the Agriculture Policy Institute, chairman of the research committee of the Texas Association of College Teachers, a member of the T.W.U. Graduate Council, and the author of many published analyses and studies.
The committee concerned with economic research is composed of 11 men and R. Reagan, and they recently reviewed more than $12,000,000 worth of research. The results of their surveys are used by nutritionists, marketing experts and others.
At T.W.U., she is professor of home management and family economics, as well as director of Ph.D. and M.A. theses programs.
A onetime Ferguson Fellow at Harvard, Dr. Reagan is a member of Phi Beta Kappa, and is listed in Who’s Who of American Women, and the forthcoming Who’s Who in American Education.
Her husband, Dr. Sidney Reagan, BBA ’37 with honors, LL.B. ’41, is chairman of S.M.U.’s department of general business and has charge of the university’s real-estate program. They live in Dallas.

Obituary for Barbara Benton Reagan

REAGAN, BARBARA BENTON, was born May 31, 1920, in San Antonio to Colonel William Benton and Cora Martin Benton. She was reared by her beloved aunt, Phoebe Benton Ulrich, after the death of her mother during the 1928 polio epidemic. She received her early schooling through high school in San Antonio and won a scholarship to Mary Baldwin College 1937. The following year she transferred to the University of Texas in Austin, where she served as President of the campus YWCA and was a member of the Kappa Alpha Theta sorority. She met her husband, Sydney Reagan, at a YWCA Retreat in New Braunfels in 1939 when he was President of the Student Body. She received her BS degree with honors in 1941. Barbara and Sydney Reagan were married September 1, 1941, in Indianapolis. They moved to Washington, D.C., where she earned an MA in Statistics from American University in 1947. They both attended Harvard University, where she earned a PhD in Economics in 1952. Her dissertation advisor was the eminent agricultural economist John D. Black. During her years at Harvard, she was elected to Phi Beta Kappa. She was a noted scholar specializing in employment and labor market discrimination. Barbara and Sydney returned to Washington, where they both served as economists in the U.S. Department of Agriculture. Their daughter, Patricia, was born in 1954. Their son, Sydney, was born in 1955. The family moved to Dallas in 1955, when Sydney took as a position as Professor of Economics at Southern Methodist University. Barbara returned to work in 1959 as a Professor of Home Economics at Texas Woman’s University. She was named Professor of Economics at Southern Methodist University in 1967, where she remained until her retirement in 1990. She served as Department Chair 1984-1990. During her tenure at SMU, she served as Assistant to the President for Student Academic Services with line responsibility for the Office of Admissions, Registrar, and Financial Aid (1975-76). She was President of the Faculty Senate 1981-1982. Barbara published numerous articles in academic journals, including the American Economic Review and Journal of Economic Literature. She published several books, including one prepared for The National Academy Press. She was a founding member of the Committee on the Status of Women in the Economics Profession, an influential organization within the American Economics Association. She served as President of the Southwestern Social Sciences Association, 1978-79. An active and respected member of the Dallas community, Barbara was a member of the Dallas Economists Club and Town and Gown since 1975. She was a Director of the Federal Home Loan Bank, Region IX, 1981-85. She served on the Board of Directors of American Savings Bank 1990-97. She was also on the Board of Directors of The Texas Guaranteed Student Loan Corporation from 1991-97, serving as Chair 1994-95. Barbara was very active in the women’s rights movement, serving as Founder and Board Member of Women for Change, Dallas, and the Women’s Center of Dallas Advisory Board, where she was President in both 1981 and 1994. Barbara received numerous awards, including the M Award for Service to SMU in 1972, Outstanding Teacher SMU 1972, and the Willis M. Tate for Outstanding Faculty Member 1982. She received the Dallas Outstanding Women-Helping-Women Award in 1980, and the American Association of University Women Laurel Award 1983. She is listed in Who’s Who in Economics, American Men and Women of Science, Who’s Who of American Women, Who’s Who in American Education, Outstanding Educators in America, and Who’s Who in America. Barbara is a third-generation member of PEO active since 1941. She is a member of the Daughters of the American Revolution as a descendant of Isaac Parker. Barbara is survived by her husband Sydney C. Reagan of Dallas, her son Sydney, daughter Patricia, and four grandchildren. Services with no viewing will be held at 11:00 A.M. Tuesday, December17, 2002 at Northhaven Methodist Church in Dallas. In lieu of flowers, contributions can be made to Northhaven United Methodist Church, 11211 Preston Road, Dallas, Texas 75230. These funds will be used in Barbara’s name to promote education among women….

Harvard. Memorial Minute for Agricultural Economist, J. D. Black, 1960

 

 

John Kenneth Galbraith was the chairman of a committee commissioned to write a faculty minute in honor of John D. Black (1883-1960) who taught courses in the economics of agriculture at Harvard from 1927 through 1959. Anyone familiar with Galbraithian prose can see that this minute was overwhelmingly, if not exclusively, the work of Galbraith. I do not think it an exaggeration to see in Galbraith’s praise of this or that aspect of Black’s career and scholarly style a projection of Galbraith’s own creed for academic life. Admiration, gratitude (Black pushed hard to get Galbraith promoted to a full professorship at Harvard), and affection all shine through this memorial minute, a genuine positive outlier in the art of the obituary.

Willard W. Cochrane wrote a profile “Remembering John D. Black” that was published in Choices (Magazine published by the Agricultural & Applied Economics Association in the 1st Quarter 1989 issue) pp. 31-32.

At a meeting of the Faculty of Arts and Sciences on October 18, 1960, the following minutes were placed upon the records.

JOHN DONALD BLACK

John D. Black, Henry Lee Professor of Economics, was the nation’s leading student of the economics of agriculture, and, to a greater extent than any other man, he gave the modern dimension and form to this branch of economics. His books, monographs, and papers were more widely and attentively read than those of any other scholar in the field; he was a premier source of ideas and a leader in research; his students have held and still hold a large proportion of the professorships in this subject; they have been equally influential in the United States Department of Agriculture and influential also in the colleges and departments of agriculture in foreign countries; and Black himself had a marked influence on the agricultural legislation passed in 1933 and thereafter. The price paid for milk in this community is set in accordance with a complex formula devised by Black. Not the least of his achievements was to make Harvard, an institution with no very intimate ties to farming, a major center during his lifetime of agricultural research and instruction.

Black’s first interest in life was as a teacher of advanced students — students who would find their career in one or another branches of his subject. His teaching had little style; preparation was at best an afterthought. But his students soon came to realize that they were, incomparably, the most important people in his life. They could count, literally, on his unlimited time and his impersonal but equally unlimited affection. And they discovered that beneath his formless lecturing were solid theoretical premises, a strong scientific attitude, and a profound contempt for anything suggestive of cant or pretense. He was immensely tolerant of students of average ability and was content if they became, in his hands, a little better than average. But he rejoiced in his good students and saw in all their achievements his own. Black’s students were his students for life. He knew them all by name; he expected to be consulted when they changed jobs; and he liked to be informed on their personal life. He was deeply concerned with the quality of instruction in agricultural economics not alone at Harvard but throughout the country. High level instruction he identified, not inaccurately, with this own students. So for many years he carried with him a small black book containing a list of former students and in his mind a list of college and university departments where he felt his influence could be enhanced. A vacancy in any of these institutions led promptly to a recommendation of a man who could be counted upon to extend what he did not hesitate to call “the Black point of view.”

Though subordinate in its claim on his time (during his nearly thirty years at Harvard his door was always open to students from nine until five) Black’s research and writing was of first importance and was prodigious in volume. His Production Economics, published in 1926, though unfinished in some respects, was a landmark in the development of the production function and in the theory of the competitive firm. It led Black to develop an entirely new approach to farm management research and instruction, one that reflected far more adequately the conceptual character of the farm firm and which in time largely supplanted the older methods based on comparative accounting data. Marketing, agricultural co-operation land tenure, land economics, price analysis, forestry, population theory, food and nutrition, farm labor, and national policy were among the subjects which engaged his attention at one period or another. A selection from his writings published last year by the Harvard University Press was from nearly three hundred books, papers, pamphlets, congressional submissions, reports, and manuscripts. Black had little patience with refinement in economic theory or method; he made no effort to conceal his opinion that much discussion of finer points was pretentious nonsense. He spoke often of the need to “open up a subject”—to initiate investigation and to offer the preliminary findings. This repeatedly he did. The results were never well formed or polished. But they were always supremely relevant, and they usually paved the way for the more detailed efforts of less original men.

Throughout his life Black was a trusted adviser on a wide range of matters concerning agricultural policy. He could not be readily typed either as a liberal or as a conservative. But he was sympathetic and pragmatic. He mistrusted the men who resolved matters on general theoretical grounds, and he was profoundly interested in results. Thus during the thirties, when many economists opposed the farm legislation of the period as an improper interference with the free market, Black was concerned only with how it might be made to work. Similarly on other matters. As a result, he was called on constantly by a succession of Secretaries of Agriculture, by agricultural officials, farm leaders, congressional committees and, especially in recent years, by foreign governments.

John Donald Black was born in 1883 in the log house on the original family homestead in Cambridge, Wisconsin. He was fourth in a family of talented children — one that include three teachers, a distinguished chemist, and a leading businessman. Black made his way through normal school, became a high school teacher of algebra, botany, and physical geography and the coach of the high school athletic teams. With earnings from teaching, he proceeded to the University of Wisconsin and to a degree in English. He taught English first at Western Reserve University and then for four years at the Michigan College of Mines (as it then was) on the upper Michigan peninsula. This latter college was in a raw and bitter community; in the neighboring copper mines bitterness and strife were endemic. He became impressed, especially after a long strike in 1915, with the urgency of the social problems. It seems likely, also, that he had become increasingly less impressed by the urgency or even the feasibility of teaching English grammar to these engineers for, in any case, he had begun to smuggle economics into his courses in the form of assignments in English composition. But on returning to study labor economics at a University of Wisconsin summer school, his attention was caught by the fledgling work in farm economics of Henry C. Taylor. He turned to this subject and took his Ph.D. degree with a thesis on land tenure in Wisconsin. On completion of his degree in 1918, he went to the University of Minnesota. His academic progress there may well serve as a model for the ambitious young scholar. He was assistant professor for six months, associate professor for two years, and the head of his department from the beginning.

In the ensuing ten years, the University of Minnesota became by far the most interesting center for research and discussion of the social problems of agriculture in the United States. A brilliant group of scholars gathered to work with Black. From them came a striking series of pamphlets and monographs — those on empirical methods and the nature of market supply responses were especially noteworthy. Before long, Black had a disproportionate share of both graduate students and budget — a development which he never found it in his heart to deplore.

By the late twenties his work was widely known and, at the behest of Thomas Nixon Carver, he was invited to visit Harvard for a term. This he did in 1927, and the visit was soon followed by an offer of a professorship. Now the students came to Cambridge instead of St. Paul. Few of them had funds to afford Harvard tuition, and by an incredible exercise of energy and resourcefulness Black found them money with which to study and do research. In 1929 and the years following the Social Science Research Council awarded one hundred twenty scholarships to improve the level of teaching and research in agricultural economics and rural sociology. Of the recipients, no fewer than forty-five came to Harvard to work with Black. In some subsequent years as many as a quarter of all the students in economics belonged to what came to be called “the Black Empire.”

In 1917 Black married Nina Van Steenberg, a woman of serene good humor and keen intelligence who, with their three children — Guy, Margaret, and Alan — survives him. The Black house in Belmont was for hundreds of graduate students nearly as much a part of Harvard as were his rooms in Widener or (later on) in Littauer. Black, to the wonder of all who knew him, worked prodigiously, imperturbably, and without evident strain. The serenity, charm, and quiet good humor of his household is surely a part of the explanation.

In his relations to colleagues and university, Black was the epitome of the inner-directed man. His view of what he needed and wanted was extremely clear. Since, in the end, it invariably prevailed, the Department eventually adopted the wise course of acceding to his wishes at the outset. Where he found university rules inconvenient, he unhesitantly ignored them. The rule that members of the faculty, though sound in body and mind, should retire at some specified age, struck him as especially absurd. He continued to teach until last December when he was seventy-six. He had a certain quiet pride in the devices by which he accomplished this defeat of authority, and it was his belief that no one in the modern history of the university had approached his record.

Black was an early President of the American Farm Economic Association and one of the life Fellows of that organization. He had a founding role in the organization of the Food and Agricultural Organization of the United Nations, and in 1955 he was President of the American Economic Association.

Last January he was stricken by the first of a series of severe heart attack. He died on April 12.

In his file at the President’s Office of the University of Chicago one finds a carbon copy of William H. Nicholls’ section 18 “Education, Employment, Publications” from what looks to be his U.S. Federal Civil Service application, perhaps required for his consultancy for the Office of Price Administration, Meats Section Washington in 1941-42. We have here a very complete accounting of his activities covering his graduate school years 1934-1940, both coursework and employment.

This post also includes a biographical sketch at his Kentucky alma mater’s Hall of Fame together with a memorial piece in his honor at the department of economics of Vanderbilt University where he was on the faculty for thirty years.

Nature of Work– The project concerned Interregional Competition in Dairying, and was a cooperative endeavor of the Bureau of Agricultural Economics and Harvard University. The work consisted of taking farm-survey records on dairy farms in Vermont and Connecticut. The applicant was also responsible for collecting background material on milk marketing problems, including local hauling, operation of milk plants, milk prices and price plans, rail and truck transportation, governmental programs, and cooperative organization.

Nature of Work– This was a continuation of the project outline above. The applicant was in charge of the marketing phases of the study in New England. This work consisted primarily of a study of milk distribution and milk control problems in Hartford, Worcester, and Boston, involving contacts with distributors, cooperative officials, administrators of milk control boards, and health officials in those milk markets, as well as research workers in milk marketing at the state colleges of Vermont, Massachusetts, and Connecticut. A manuscript of 189 pages was prepared, bringing together and analyzing the data gathered. Although this was to be used primarily as service material to the larger study of which it was only a part, it will later be published in some form.

Nature of Work- The duties of these part-time assistantships required some 20-27 hours a week, while the applicant carried a ¾ time graduate study program concurrently.

During the school-year 1934-35, he was responsible for a considerable part of the statistical work on Dr. Black’s book, “The Dairy Industry and the AAA”, as well as two articles in the Quarterly Journal of Economics by J. K. Galbraith and John M. Cassels, respectively.

During the school-year 1935-36 he assisted Dr. Black in the construction of index numbers and the study of farmers’ supply response to price, and made a brief study of tobacco marketing for use in Dr. Black’s course in Prices and Distribution.

During the school-year 1936-37 the applicant made an intensive study and analysis of the dairy-farm records and marketing data collected during the summer of 1936 on the Bureau of Agricultural Economics project. This work was supervised by Dr. Black.

Nature of Work-During this period, the applicant was working independently on a proposed Ph.D. thesis tracing the historical development of the marketing of manufactured dairy products. This period was one of an extremely intensive survey of the literature on dairy marketing since 1870 in libraries at Harvard and Washington, D. C. It also included several weeks of consulting with the staff of the Dairy Section of the Agricultural Adjustment Administration. This project was dropped as a thesis subject in January, 1938, in order that the applicant might accept a position at Iowa State College. This work served as the foundation for several Iowa Experiment Station research publications at a later date (see next item).

In February, 1938, the applicant became a member of the staff of the Department of Economics, Iowa State College, of which Dr. T. W. Schultz is department head. His initial rank was “Research Assistant” at a salary of $2430. His duties involved full responsibility for initiating and carrying out a aresearch study of the price and production policies in the meat-packing industry. During the following year, largely outside of office hours, the applicant produced manuscripts on the butter and cheese industries, based on data collected just previous to his employment at Iowa State College, which were deemed worthy of publication as research bulletins (see “list of publications”).

The objective of the study of the eat-packing industry was to make a comprehensive survey of the industry, with intensive study of those phases which would shed light on the nature of competition and monopoly elements in the industry.

The procedure was divided into four parts:

(1) Conditions in the livestock and meat markets.

The purpose of this phase of the work was to compile background descriptive material such as was necessary as a foundation for the later, more important phases of the project. This general survey was completed, covering such things as the nature of supply of livestock, demand for meats, the marketing mechanism for livestock and for meats, the composition and degree of concentration in the industry, accounting methods in the industry, and the economics of large-scale plant and firm in the industry.

            (2) Price and production policies followed in the meat-packing industry.

The procedure here was to survey past attempts at control of monopoly in the industry, covering a period of some 50 years. The status of individual packers was examined, as well as the effects on competition of such policies as market sharing, price leadership, price discrimination, advertising and branding, handling of by-products and produce, storage, and trade associations. This program necessitated two important steps: (a) the examination of leading agricultural processing-distributing industries better to determine the true nature of competition in such industries, and the applicability to problems faced by the worker in agricultural marketing research of recent developments in the economic theory of monopolistic competition. The studies of the butter and cheese industries contributed a great deal in this direction, in addition to a full year’s empirical work on the packing industry. (b) the adaptation and extension of the existing theory of monopolistic competition to the somewhat peculiar requirements of the agricultural processing-distributing industries as opposed to the strictly “manufacturing” industries, which have been the main interest of the general economist. It should be realized that the applicant is working in an entirely new field—imperfect competition in agricultural processing and distribution and has, therefore, constantly had to develop or adapt new research techniques and tools.

As a result, under the encouragement of Dr. T. W. Schultz and Dr. John D. Black, the applicant devoted the year 1939-40 primarily to developing the pure theory of imperfect competition, with special application to the agricultural processing-distributing industries. In order to make this theory of as general application as possible, not only were problems of immediate concern in the meat-packing project covered, but the theoretical considerations were broadened to include the theoretical aspects of competition in fluid milk among local country-buying units, and under short-run dynamic conditions as well. Particular emphasis was given to the theory of market-sharing, price leadership, and price discrimination, with major attention to the markets between the farm and the processing-distributing “bottleneck”.

A 460-page manuscript, “A Theoretical Analysis of Imperfect Competition, with Special Application to the Agricultural Industries” resulted. This manuscript represented four times redrafting after critical reading by Professors Black and Mason of Harvard; Professor Stigler of Minnesota; Professors Schultz, Hart, Shepherd, Reid, Lynch and Tintner of Iowa State College; Dr. Frederick V. Waugh and Dr. A. C. Hoffman of the Bureau of Agricultural Economics; and Dr. Harold B. Howe, of the Brookings Institution. All of these critics are highly qualified general or agricultural economists, and their reactions have been generally favorable.

In September, 1940, the manuscript was submitted as a Ph.D. thesis at Harvard University, and has since been accepted by Professors Black and Chamberlin. Professor Chamberlin, the leader in this phase of economic theory, states in a letter of December 23, 1940, that it is “a very fine piece of analysis and a very much worthwhile one…….an chievement of first order ……I can honestly say that I have spent more time in going over and working through some of the complex arguments that I have ever spent on any preceding doctor’s theses. This was partly because I was naturally interested in the subject and also because the thesis itself merited. it.” The plan is to push the manuscript toward publication during the next few months. The applicant expects formally to receive his Ph.D. degree before February 15, 1941.

Beginning July 1, 1939, the applicant’s salary was advanced to $3000 per annum. During the school-year 1939-40, he taught elementary Principles of Economics one-quarter time. On July 1, 1940, he was promoted to the rank of Assistant Professor at a salary of $3300, continuing to teach one-quarter time and pursue research three-quarters time. In the spring of 1941, he is scheduled to initiate a course for graduate students on Imperfect Competition in Agricultural Processing and Distribution.

Concurrently with other work previously outlined, the applicant prepared and presented a paper (unpublished) before a round-table of the American Farm Economic Association on December 28, 1938, entitled “A Suggested Approach to a Research Study in Price and Production Policies of an Agricultural Processing Industry”. Through the combination of theoretical hypotheses and empirical support, as based on the previously described work, he presented a second paper before the American Farm Economic Association in December, 1939. This paper, “Market-Sharing in the Packing industry”, presents statistical data for 1931-37 showing that the four dominant packers still buy relatively fixed proportions of hogs and cattle on the terminal markets as they did in 1913-17. It indicates how this may be evidence of oligopsonistic behavior in buying, the possible limitations of “market-sharing” as a monopolistic device, and how it may affect producer and consumer. This paper, the first published results of the meat-packing project, represents that balanced combination of empirical and theoretical analysis which the applicant considers the ideal research method.

In the December, 1940, issue of the Journal of Political Economy, another article (“Price Flexibility and Concentration in the Agricultural Processing Industries”, pp. 883-88) was published, growing out of previous empirical and theoretical work. This paper discusses the terminology concerning price “Flexibility” and alleged relationships between price flexibility and concentration of control in a given industry. It is argues that, in the agricultural processing industries (where short-run control of the supply of the food product is impossible), unlike the manufacturing industries, flexibility of margins is the important consideration, not flexibility of prices. Previous work of Means, Backman, and others in this field have failed to recognize the necessity for making this important distinction.

The great bulk of the descriptive phases of the price and production policies in the meat-packing industry has been completed. The basis no exists, in the applicant’s opinion, for a much clearer understanding of the nature of competition in the industry. Two important steps yet remain, however:

            (3) The RESULTS of these policies.

This will involve the financial analysis of the leading firms (partially completed), the examination of the relationship of such monopolistic practices as do exist to market price differentials, costs and margins, the method of buying of livestock, and the results in terms of the effects on farmer and consumer. In other words, how far do actual results as to prices, profits, employment, and investment—depart from “ideal” results under more nearly perfect competitive conditions?

(4) Practicable solutions to eliminate any ill-effects on farmer and consumer which are found to exist.

This will involve the consideration as to whether or not reform is necessary. If it is, such alternatives as government regulation, distribution as a public utility, dissolution of large firms, cooperation, government competition, etc., will have to be considered.

William Hord Nicholls

Born in Lexington, Ky., on July 19, 1914. Died, August 3, 1978. University Professor and Administrator. University of Kentucky, A.B., magna cum laude, 1934.

Serving as President of the Southern Economic Association (1958-59) and the American Farm Economic Association (1960-61), his expertise in the area of farm economics has been recognized also by governmental agencies and by a number of professional journals and societies.

After graduating magna cum laude (A.B., 1934) from the University, he then earned an M.A. degree at Harvard University (1938), the Ph.D., (1941) also at Harvard, and did post-doctoral work as a Fellow at University of Chicago (1941-42).

He was instructor, assistant professor and associate professor of economics, Iowa State College, 1938-44; assistant professor of economics, University of Chicago, 1945-48, and went to Vanderbilt University as a professor of economics in 1948. He became Chairman of the Department of Economics and Business Administration there in 1958, serving until 1961, serving the following year as visiting professor of economics at Harvard University. From 1965-77, he was Director of the Graduate Center for Latin American Studies at Vanderbilt, and was Harvie Branscomb Distinguished Professor at Vanderbilt, 1973-74.

He served briefly in 1934 as a statistical clerk for the Agricultural Adjustment Administration, Tobacco Section, Washington, D.C. During the summers of 1936 and 1937, he was field agent for the Bureau of Agricultural Economics, New England. He was research fellow and research assistant to Prof. John D. Black at Harvard, 1934-37, and a consultant, Office of Price Administration, Meats Section Washington, 1941-42. He was managing editor of “Journal of Political Economy,” 1946-48, and a visiting lecturer in Rio de Janeiro, Brazil, summer of 1947.

He also was a member of the faculty, Salsburg (Austria) Seminar in American Studies, summer of 1949; economist and co-editor of “Mission Report,” “Turkish Mission,” “International Bank of Reconstruction and Development,” Turkey and Washington, in 1950; economist, Executive Office of the President, Council of Economic Advisers, Washington, 1953-54; technical director, Seventh American Assembly on U.S. Agriculture, Columbia University, 1954-56; consultant on Latin America,, Ford Foundation, Brazil and New York, 1960-64; agricultural economist, Fundacao Getulio Vargas, Rio de Janeiro, during the summers of 1965, 1968 and 1970, and for a period in 1963 and early 1964, and guest consultant, Instituto de Planejamento Economics e Social, Ministry of Planning, Rio de Janeiro, 1972-73.

He has served on the board of editors of three professional journals, on a number of national committees and advisory boards, and has won a number of additional honors given by agencies he served in various ways.

His book, “Imperfect Competition Within Agricultural Industries,” (1941) went into a second printing in 1947. He also wrote numerous articles for professional publications, as chapters to books, as papers to be delivered at various professional meetings and as policy reports to various agencies.

William Hord Nicholls was named to the Hall of Distinguished Alumni in February 1965.

Vanderbilt University Memorial

William H. Nicholls was born in Lexington, Kentucky on July 19, 1914, and died in Nashville on August 4, 1978. Professor Nicholls did his undergraduate work at the University of Kentucky and his graduate work at Harvard University, where he received the Ph.D. in 1941. His doctoral dissertation, published that same year, on Imperfect Competition Within Agricultural Industries, established his reputation as one of the country’s leading agricultural economists. He began his teaching career at Iowa State University in 1938 and moved to the University of Chicago in 1945. While serving as assistant professor at the University of Chicago, he edited one of the major professional journals in economics, the Journal of Political Economy. Nicholls came to Vanderbilt as a full professor in 1948, where he continued his prodigious output of books and articles. He was president of the Southern Economic Association in 1958-59 and presidentof the American Farm Economic Association in 1960-61. He received the Centennial Distinguished Alumnus Award of the University of Kentucky in 1966 and was Harvie Branscomb Distinguished Professor at Vanderbilt in 1973. He chaired the Department of Economics and Business Administration from 1958 to 1961 and directed the Graduate Center for Latin American Studies at Vanderbilt from 1965 to 1977.

Distinguished Professor Nicholas Gerogescu-Roegen, writing in support of Professor Nicholls’ nomination for the Harvie Branscomb Distinguished Professorship, said of him, “He is the originator of the field of regional development. One would be justified in speaking of a Nicholls’ school, which has attracted numerous doctoral students to our Economics Department, and has enhanced the prestige of the University. His works in the area of agricultural economics have no equal. They reflect a unique combination of theoretical power with a keen insight of the relevant aspects of actuality. The best example is supplied by his (now a classic) volume Imperfect Competition Within Agricultural Industries, in which Bill has created some new and efficient tools for the analysis of monopolistic structure.

“His scholarly interest in agricultural economics and its relation to economic development brought him in contact with the problems of Latin America, with Brazil in particular. Here, again, Bill showed his imaginative approach and his scholarly grip of difficult problems. The excellent name our own department (and implicitly the University) has in Latin America and among the specialists on Latin American Economics, is due in the greatest part to Bill’s contributions”.

Taylor & Taylor. History of Agricultural Economics in the U.S., 1849-1932

Here a serendipitous find that I came upon while searching biographical detail regarding a 1924 University of Chicago Ph.D. (Victor Nelson Valgren) whose career took him off to the U.S. Department of Agriculture. Apparently not in copyright, according to archive.org, is the following survey of the field of agricultural economics from 1840 through 1932. Every department of economics worthy of its name in the first half of the twentieth century had at least one agricultural economist on the faculty so this is a useful work to have handy.

…No one is better qualified to outline this story than Henry C. Taylor — the first professor of agricultural economics in a land-grant institution, the author of the first American textbook dealing with the principles of agricultural economics, and the organizer and first Chief of the Bureau of Agricultural Economics in the U. S. Department of Agriculture. In addition to this intimate and first-hand knowledge of the field is the fact that the Taylors had at their command the time, the resources, and the skill to see that the task be adequately done. The story is not only interestingly told, it is well documented….

The project of writing the history of the development of agricultural economics owed much to the fact that the senior author
has had a lifelong interest in history and the historical method as a medium of approach to the social sciences. I do not know when
Clio won Taylor as a disciple. Certainly his association with Richard T. Ely and Frederick J. Turner at the University of Wisconsin in the 1890’s stimulated that interest. His studies in the London School of Economics, and in the University of Berlin at the turn of the century, gave further emphasis to the importance of the historical approach to the problems of a dynamic agriculture. While in Europe, he tried his skill in the use of the method by searching for pertinent material and writing the history of the decline of landowning farmers in England and along with that the constructive work of the English in solving the problems of equitable relations between landlords and tenants.

In his pioneering in the teaching of agricultural economics at the University of Wisconsin, Taylor emphasized the historical method. He required his promising graduate students to familiarize themselves with the method — to go to the history department and take a seminar in research methods with W. L. Westerman or F. J. Turner. It was Taylor who emphasized both the historical and the geographical methods in the Bureau of Agricultural Economics, and from that day to this the Bureau has had a unit serving as a clearing-house on historical matters. But Taylor used other methods also. He was eclectic. He used the survey, accounting, and statistical techniques along with inductive and deductive analysis. Another of Taylor’s qualifications came from his pioneer experience in the field of agricultural economics and his participation for fifty years in the historical development depicted in this book.

In 1939 the Bureau of Agricultural Economics in co-operation with the Office of the Under Secretary of Agriculture, M. L. Wilson, held a conference to evaluate the historical work done in the Department and draw up a prospectus for future research. H. C. Taylor participated in that conference, which resulted in the suggestion that the history unit of the Bureau of Agricultural Economics initiate a research project devoted to the history of agricultural economics. Anne Dewees was assigned to execute this new project for which she had special qualifications. Trained and experienced as a research librarian, she had the capacity to unearth and gather pertinent data for the project. She was able to see, evaluate, and group ideas and facts in historical relation. She had also an appreciation of the importance of accuracy of quotation and of fact….
