…Regular vistors to this blog have seen that an economics course on socialist thought and movements was a regular part of the curriculum at Harvard during the first half of the twentieth century. Up to this posting I have included material from the following courses: Thomas Nixon Carver’s SINGLE TAX, SOCIALISM, ANARCHISM (1919-20), Edward Mason and Paul Sweezy’s ECONOMICS OF SOCIALISM (1938), and Paul Sweezy’s ECONOMICS OF SOCIALISM (1940).

This course became part of Joseph Schumpeter’s teaching portfolio in the 1940s. His course outline and exam for the winter semester of 1943-44 has been posted as well.

  1. What is Syndicalism?
  2. Characterize the type, aims, and importance of the group that called itself Fabians.
  3. “Rational allocation of factors of production presupposes the existence of prices. Prices presuppose free markets. Hence the problem of rational allocation of factors of production would be insoluble in a socialist society.” Criticize.
  4. Discuss the various methods by which investment could be financed (that is, the resources for the extension of the productive apparatus could be provided) in a socialist society.

These course materials for undergraduate intermediate macroeconomics at MIT in the Spring term of the 1960/61 academic year are clearly identified as being for a course taught by Franco Modigliani. As it happens from time to time, one finds syllabi and reading lists in the files of colleagues and not just in the papers of students who took the course or the professors who taught them. These materials from reading list through class-assignments, term-paper assignment, up to and including the final examination all come from Robert Solow’s papers at the Duke University library’s Economists’ Papers Project.

GUIDE SHEET TO BASIC ECONOMIC DATA SOURCES.

BASIC HISTORICAL INFORMATION:

Historical Statistics of the United States Colonial Times to 1952 (U. S. Government Printing Office) – Data on all major economic and many social areas, with descriptions of series.

U. S. Income and Output – A Supplement to the Survey of Current Business, providing data of all components of gross national product, 1929-1957.

Banking and Monetary Statistics, 1860-1941 (Board of Governors, Federal Reserve System)-More detailed series on money and banking, with descriptions of series.

The Economic Almanac (published annually by the National Industrial Conference Board) – each issue repeats large amount of historical data, some back to 1790. Several of these series go back further than the official government series; as such, they are often less accurate because of the less adequate coverage of the series and larger likely estimating errors involved.

(U. S. Census (U. S. Government Printing Office) – Vast amounts of data on most aspects of the economic life of business and individual, reaching back to 1790. Difficult to use without assistance or experience.

CURRENT DATAOFFICIAL SOURCES

Survey of Current Business (U. S. Department of Commerce, monthly) – The most complete source of basic economic data, plus objective analyses of various economic developments. An annual survey is published each year in the February issue, and Annual Statistical Supplements have been issued in several recent years, which provide the data in more easily usable form than do most of the monthly issues.*

Federal Reserve Bulletin (Board of Governors, Federal Reserve System, monthly) – The basic source of current official monetary and banking data, plus monthly analyses of monetary developments.

Monthly Labor Review (U. S. Department of Labor) – The basic source of current official data on labor and on price movements, plus monthly analyses of developments in these areas.

Statistical Abstract of the U. S. (U. S. Government Printing Office, annually) – The basic annual compilation of all U. S. Government statistical data; corresponds to the Historical Statistics of the United States, above.

*Business Statistics, 1959 Biennial Edition – The latest major supplement to the Survey. It includes all major series published in the Survey, from 1929 through 1958 in most cases.

CURRENT DATA AND ANALYSESUNOFFICIAL

There are a vast number of analyses of current economic developments published. Among the more widely recognized as careful and influential are:

Monthly Letter of the National City Bank of New York – General business conditions and financial conditions.

Fortune Magazine (monthly) – Current business analyses and industry studies, written from a relatively “liberal” business slant.

The Conference Board Business Record (National Industrial Conference Board, monthly) – Briefly analyzes current developments; more conservative than Fortune.

CURRENT EVENTSNEWSPAPERS

Three newspapers are widely thought to provide the most complete coverage of current economic events. They are:

New York Times (daily and Sunday) – Provides the most complete coverage of current economic events.

New York Herald-Tribune (daily and Sunday) – The Times’ closest rival.

Wall Street Journal (daily) – Leading financial and business paper. Complete daily data on most important markets; also includes many speculative news stories and analyses of current and expected developments.

Economists as well as politicians are very much concerned with the overall burden of taxes, or share of the nation’s income taxed away by the government.

Using as a framework for National Income Accounts of the Department of Commerce, state and defend what seems to you the most useful and meaningful measure of the “share of the nation’s income taken by the government” (paying attention to the numerator as well as to the denominator). Compute this year for 1948 and 1957.

Is the above concept identical with the “share of the nation’s output of goods and services consumed by the government”? If not, define the second concept and measure this year for the same two years.

Include any comments that may be suggested by your empirical findings.

In a small, completely isolated economy (i.e., no foreign trade with money-using habits comparable to those of the U. S., there are four identical banks. Each bank’s balance sheet is as follows:

The law prescribes that banks must hold a 20% cash reserve against deposits. There is no central bank.

(a) A customer of bank letter a minds $1 million of gold (considered as cash for reserve purposes) and deposits it in his bank. Trace through any likely expansion of the money supply by Bank Letter a and by the entire banking system. What would be the maximum expansion possible?
Specify clearly any assumptions that you make, and state your reasoning carefully and precisely.

(b) Is the banking system in a more or less sound position after the gold deposit in any consequences you have predicted above? Explain why or why not.

In 196X the Federal Government will collect about 85 billion in taxes, according to present estimates, which also indicate that the money will be used roughly as follows:

Regular government expenses $77 billion
Repayment of government debt
…..Held by commercial banks 3 billion
…..Held by individuals and businesses other than banks 5 billion

Suppose these estimates are accurate, and assume it Government deposits are carried out with the commercial banks.

a. What will be the effect of these operations on the amount of money (current and deposits) owned by the public (including individuals and businesses other than banks)?

b. What will be the effect on the amount of total liquid assets (money plus government securities) owned by the public?

c. How, if at all, would your answers to (a) and (b) have been different if:

(1) All bonds paid off had been owned by commercial banks.
(2) All months paid off had been owned by the Federal Reserve Banks.

d. What generalization, if any, can you draw from this reasoning as to the most effective means of retiring the government debt, if the main aim is to alleviate inflationary pressure.

Explained concisely the reasoning by which to obtain the answers given.

Write an essay on the postwar “creeping inflation” in the U.S. – Its nature, causes and possible remedies. The essay should review the major explanations that have been advanced (e.g. cost-push and demand-poll); assess their usefulness in the light of the empirical evidence; and provide a formulation of your own conclusions and the evidence which supports them. It should further examine the implications of your analysis with respect to the outlook for price stability in the years immediately ahead.

Final Examination

Answer all Questions.

I. Indicate whether the following statements are true or false and give a brief explanation of your answer. Major weight attaches to the explanation. (5 points per question)

(a) The money supply can always be increased through the Federal Reserve open market purchases.

(b) The relation between the two main demand liabilities of the FRB, namely Federal Reserve notes and member bank deposits is determined primarily by reserve requirements.

(c) Inflation will tend to occur whenever the money supply rises faster than productivity.

(d) Liquidity preference helps to explain why the velocity of circulation tends to vary over the business cycle.

(e) If the rate of investment expenditure declines, the stock of capital goods in the economy declines.

(f) Built-in flexibility in fiscal policy means that the level of government expenditure should vary countercyclically.

(g) A high marginal tax rate has a stabilizing effect on the economy by reducing the marginal propensity to consume.

(h) The most important characteristic of a good leading indicator is that it should always turn ahead of general business conditions.

and explain their use in business cycle analysis.

Harvard. Economics of Socialism. Mason and Sweezy, 1938

Between one slice of two weeks of pre-Marxian socialism and a slice of two weeks of the economics of planning, Mason and Sweezy offered their students a full portion of Marxian economics with an added dash of Leninism. This posting provides the enrollment, syllabus and final examination questions for 1938. Future Nobel prize laureate James Tobin was a student in the course and he took excellent notes! Gottfried Haberler’s two term Harvard graduate course sequence in International Economics at mid-century was divided along Theory vs. Policy lines as opposed to the (real) Trade & Commercial Policy vs. (monetary) International Finance & Exchange used in current textbooks.

I have taken the liberty of combining the Fall term in 1949 with the Spring term of 1951 for which I have the reading lists. I could not find the latter at Harvard, but spotted a copy in Milton Friedman’s papers in a folder for other people’s syllabi.

During the first half year, the theory of international trade, including the theory of tariffs and other international trade policies, will be discussed in a systematic fashion. The subject of the spring term will be selected topics in the field of international economic relations.

  1. International trade and national income. The importance of trade for various countries. Measures of importance.
  2. International accounts. International transactions of the national economic budgets.
  3. Foreign exchanges. Demand and supply for exports and imports. The market for foreign currency. Purchasing power parity theories.
  4. The balance of payments mechanism. Price effects, income effects, the foreign trade multiplier. The transfer problem.
  5. The international division of labor. The theory of comparative cost. Modern developments of the theory of comparative cost. Ohlin’s general equilibrium theory of interregional and international trade.
  6. The welfare implications of international trade theory. The theory of tariffs and protection in general. Monopoly and monopolistic competition in international trade.
  7. International trade theory and location theory.

 

Reading Assignments and Suggestions
General

The literature in the subject is so rich that students can acquire the knowledge necessary for the course in many different ways. Students are invited to make their own choice from the suggestions below. Two extensive bibliographies have been prepared in former terms for other courses. One may be obtained from Ms. Buller, Littauer 322; the other from Professor Williams’ secretary, Littauer 231. In 1914 Frank H. Knight switched from graduate work in Philosophy to Economics at Cornell where he studied under (among others) Alvin S. Johnson and Allyn A. Young. His handwritten notes (on index cards) for his courses then can be found in his papers at the University of Chicago archives. These note-cards provide a fairly complete record of the economics training available provided at Cornell at that time. We will have occasion in future postings to refer to those notes, so that I thought it would be useful to post here (i) a transcription of the Cornell economics program as of 1914/1915 (embedded within “Political Science”) along with (ii) a list of the courses offered and (iii) nano-c.v.’s for the faculty.

A graduate student in economics should have studied at least the equivalent of elementary courses in economics, economic history, politics, and social science. If he has not done this, he should take such elementary courses as early as possible; he will not ordinarily be allowed to present any of them as partial fulfillment of the requirement for a major or minor in any branch of political science. He should also have sufficient knowledge of French and German to be able to read necessary works in either language.

The work in political science in the President White School of History and Political Science falls into five divisions: economics, politics, statistics and social science, finance and distribution. These divisions aim to bring their work into close relationship with social, political, and business life. The members of the Faculty seek to keep in touch with the practical as well as the with purely scientific aspects of the problems treated, and have among their interests the preparation of students for positions in business and in public service. In statistics and social science, work is offered mainly in statistics, but to some degree also in the less definite field of social science. The statistical method has been found of especial service both in developing a scientific and judicial attitude and in bringing out many facts about social life not discoverable in any other way. After the introductory course in social science, an advanced course is open which deals with the dependent or semi-dependent classes and the care for them exercised by society, in part through governmental agencies and in part through private philanthropy.

In economics and distribution, a graduate course is offered in the theory of value and distribution, which is designed to familiarize the student with the main currents of contemporary economic thought. For undergraduates are offered courses covering the history of economics, the more general economic aspects of the labor problem, the history and theory of socialism, and the organization and methods of socialistic parties.

In economics and finance, a research course is offered to graduate students which is designed to afford training in the appropriate methods of investigation and to give familiarity with the fundamental sources of information. Other courses in this field open to graduates cover the more important economic aspects of both public and private finance.

This group uses two laboratories and several class rooms in proximity to each other and to the four division offices and one general office, an arrangement which has greatly facilitated intercourse between teachers and graduate students as well as among graduate students themselves. In the political science seminary room at the University Library and in the various offices and laboratories occupied by these departments, numerous publications in politics and in economics, such as market letters of leading brokers and technical business journals, are accessible to advanced students. The laboratories for classes in statistics and finance are supplied with standard and current books dealing with these subjects and with various mechanical devices for simple statistical processes and for securing a graphic and effective presentation of results. In the closely related subject of rural economy or agricultural economics, courses are offered dealing with the general economic and social problems of the open country arising from the growing complexity and intensity of agriculture and its relation with commerce, manufacturing, and transportation.

One teaching assistantship yielding $500 and tuition; three fellowships, two yielding $500 and one yielding $600; and two assistantships, each yielding $150 are filled each spring.

An introductory course upon social science or sociology, its field and methods, with special reference to the human family as a social unit, to be studied by the comparative, the historical, and the statistical methods.

A brief survey of that portion of private law which deals especially with contracts, negotiable instruments, agency, and sales.
Courses 56a and 56b are designed primarily to meet the needs of students who contemplate entering business and not the profession of law, and credit will not be given to law students for these courses.

A scrutiny of the policy of governmental control of industry from the legal and political point of view, emphasis being laid on the development of the police power and its application to the regulation of private enterprise.

A lecture each Wednesday by a non-resident lecturer and each Monday by a member of the department. The course has been arranged by a committee of Alumni who are actively engaged in civic and social work and who are cooperating in this way with the department. It will follow the same general plan as last year, but the speakers and most of the subjects treated will be changed. Among the subjects presented in 1914-15 will be the Citizen and the Immigrant in America, the Citizen and his Neighborhood, the Citizen and Commercial Organizations, the Citizen and the City Plan.
The course will be under the general charge of Professor WILLCOX. Readings, reports, and essays will be required.

Deals primarily with the business corporation, with special reference to its economic significance and effects and to the problems of its legal control, concluding with a discussion of industrial combinations.

A discussion of the more important phases of the theory of money and credit is followed by a consideration of selected practical problems, including the revision of the American banking system. Practical work is required in the analysis of the controlling conditions of the money market, of organized speculations in securities, and of foreign exchange.

The main currents of economic theory from the mercantilistic writers to the present day. Stanford. Early Economics Courses and Faculty, 1890s

It took about three years (1891-92 to 1893-94) for the Leland Stanford Junior University to put together full course offerings in economics and social science. In today’s posting I have included the first three years of official announcements along with c.v. information of the faculty involved. Note that the listing for the academic year 1892-93 is merely a declaration of intention, I have yet to find what was actually offered. I would presume it looks much more like what we see for the announcement for 1893-94 than the extremely meager pickings for 1891-92.

Harvard. Political Economy Courses, 1888-89

We saw in an earlier posting that political economy was a one-professor affair with Charles Franklin Dunbar doing virtually all the economics teaching at Harvard in 1874-75.

Over a decade later in 1888-89, Dunbar is still at it with young Frank Taussig and two junior instructors expanding the Harvard economics course offerings. It is interesting to note that “Coöperation , Socialism” are included in a list of topics that include now standard fields Money, Finance (i.e. Banking), Taxation and “Labor and Capital” (i.e., labor economics, income distribution).

Harvard. O.H. Taylor’s undergraduate course, Intellectual Background of Economic Thought, 1941

 

 

Starting in the academic year 1940-41, Harvard’s advanced undergraduate honors course in economic theory (Economics 1) was split into two semester courses Economics 1a (Chamberlin: Economic Theory) and 1b (This post. Taylor: Intellectual Background of Economic Thought). The last time Economics 1 was offered as a year course (1939-40), it was taught by Professor Chamberlin, Associate Professor Leontief and Instructor O.H. Taylor. Two years later, 1941-42, the second semester course 1b was taught by Professor Haberler and Associate Professor Leontief under the title “Theory of Production and Distribution of the National Income”. In 1942-43, Economics 1b as “Theory of Production and Distribution of the National Income” was taught a last time by Professor Leontief and Dr. Monroe.

Only for the second semester of 1940-41 was Dr. Overton Hume Taylor to offer Economics 1b according to the syllabus transcribed for this posting. Not a mover and shaker within the Harvard economics department, he was clearly a serious scholar-economist, though out of step with the economics profession of his day. Most historians of economics will recognize a soulmate in Taylor.

Overton Hume Taylor (1897-1987) was born in Colorado, received his B.A. at the University of Colorado in 1921 and Ph.D. from Harvard in 1928. He held the rank of instructor 1929-1960, promoted to professor, 1960-64. He retired from Harvard in 1964, going on to teach at Vanderbilt University.

Harvard. Economics students petition for Karl Marx course. 1938

 

 

In the artifacts posted here we see how student demand for a course on Marxian economics at Harvard that had been dropped for the academic year 1938-39 resulted in the course being offered.

Three of the undersigned went on to receive Ph.D.’s in economics at Harvard:

  • Carlson, Reynold Erland.D. 1946. Block grants and central-local financial relations in Great Britain.

One of the iron statistical laws of scheduling classes is that the probability of finding a Pareto improvement to a scheduling conflict ex post semester-start rapidly tends to zero with the size of the class that needs to be rescheduled. Here is a case of one such rare Pareto-improvement.

For the second semester of the academic year 1934-35 at Harvard E. B. Wilson’s Mathematical Economics rescheduled to eliminate the conflict with Fritz Machlup’s Money and Banking course.

What happens to make this particular case interesting in the history of economics is the list of distinguished (ex post) names among the undersigned of three foreign visitors to Harvard, namely Oskar Lange, Nicholas Georgescu, and Gerhard Tintner along with the graduate student Wolfgang Stolper and the undergraduate Sidney S. Alexander.

Six of the undersigned went on to receive Harvard Ph.D.’s in economics, they were:

  • Sidney Stuart Alexander.D. 1946. Financial structure of American corporations since 1900. (note: Harvard S.B. 1936, so undergraduate)
  • James Pierce Cavin, 1938 Ph.D. The sugar quota system of the United States, 1933-1937.
  • Wolfgang Stolper, 1938 Ph.D. British monetary policy and the housing boom, 1931-1935
  • Albert Leonard Meyers, 1936 Ph.D. Future trading on organized commodity exchanges
  • Chih-Yu Lo, 1937 Ph.D. A statistical study of prices and markets for electricity
  • Wilfred Malenbaum, Ph.D. 1941. Equilibrating tendencies in the world wheat market.

Because of the conflict of Economics 13b (Mathematical Economics) and Economics 50 (Principles of Money and Banking), which are scheduled for 3:00 on Tuesday and Thursday, Professor Wilson has requested that the hour for Economics 13b be changed to 2:00 on Tuesday and Thursday. I understand from Miss Higgs that rooms are available at this hour. The students registered in the course agree to this change.

I shall appreciate it if the change can be arranged before the next meeting of the class on Tuesday.

The simplest way to do this, I think, is for you to ask the class at its meeting on Thursday. There will be no trouble, I am sure, about securing a room at that hour. If you will let me know the outcome as soon as possible, I will make the necessary arrangements at the office.
