Introductory

                  The Department of Economics views the central problem of economic science as that of understanding the social organization of human and other scarce productive resources: principally the allocation of these resources among alternative uses by a system of exchange. The purpose of the Department is both to train economic scientists and to advance economic science.

                  The Department offers programs of instruction and research training not only for students seeking an advanced degree in economics at the University of Chicago but also for students working on an advanced degree at another institution who wish to complement the training available to them there and for students not seeking an advanced degree but who wish to pursue advanced study in economics at either the predoctoral or the postdoctoral level. Instruction is provided in all of the major fields of economics affording opportunity for well-rounded training in economics. Additional facilities in other parts of the University, including those in the other social sciences, mathematics, statistics, business administration, law, and philosophy, permit students wide choice among supplementary areas of study.

                  Courses of instruction at three levels of advancement are offered by the Department:

                  1. Intermediate courses (numbered in the 200’s) for those completing their work for the Bachelor’s degree and for others preparing for advanced training in economics.

                  2. Courses in economic theory, statistical inference, economic history, and economic analysis related to problem fields (numbered in the 300’s) that provide the strong theoretical foundation and related applied knowledge required of all candidates for advanced degrees in economics as preparation for economic research. Students are urged before entering these courses to acquire a command of the rudiments of the differential calculus.

                  3. Courses (including seminars, workshops, and other research working groups, and individual instruction) that provide arrangements for research and research supervision (numbered in the 400’s). These courses apply and seek to teach students to apply the foundations of economic analysis to research on particular economic problems.

THE ECONOMICS RESEARCH CENTER

                  The Department devotes a large proportion of its resources to research in economics and to the training of student research apprentices. The purpose of the Economics Research Center is to co-ordinate the research and research training activities of the Department. The Center supplies essential clerical, computing, and reference library services, assists in the organization of research seminars and working groups, and publishes the major research output of the Department in its series: “Studies in Economics.”

                  Some of the research training in the Center is organized on a continuing basis by one or more faculty members working with associates and students in research groups. (The staffs and research projects of these groups for the academic year 1955-56 are listed below.) Research training and facilities for research are available, however, to all qualified students, both those associated with a research group and those engaged in individual research.

(2) Historical research in money, banking, prices, and interest rates, their interrelationship, and their role in the economic development of leading countries. (Note also projects (3), (6), and (7) of the Office of Agricultural Economics Research and project (2) of the Research Group in Labor Economics and Industrial Relations.) The Research Group in Economic Development works closely with the Research Center in Economic Development and Cultural Change of which Mr. Hoselitz is the director. The Center engages in research and publishes the journal Economic Development and Cultural Change.

                  Three members of the faculty of the Department are associated with research groups organized in other parts of the University: Mr. Hoselitz with the Research Center in Economic Development and Cultural Change; Mr. Nef, with the Committee on Social Thought; and Mr. Wallis, with the Committee on Statistics. In addition, other members of the economics faculty are engaged in individual research projects not associated with a research group: Mr. Metzler on the theory of international adjustment under conditions of full employment and high demand: and Mr. Christ on econometric research on economic growth and technological change.

Stipends for the predoctoral fellowships, including the regular University fellowships, range generally from $1,000 to $3,000 per annum. Stipends for the postdoctoral fellowships range up to $4,000 per annum. Research Assistantships

                  Research assistantships and associateships are available to qualified students who have research interests in particular problem areas. Application blanks for these positions may be obtained from the Economics Research Center.

ADVANCED DEGREES

                  The Department of Economics offers programs leading to both the A.M. and the Ph.D. degrees in Economics. The following paragraphs summarize briefly the major Departmental requirements for advanced degrees for students holding a four-year Bachelor’s degree or its equivalent. (The following paragraphs are not intended as an exhaustive statement of the requirements for advanced degrees; for the details of the requirements students should consult with the Departmental counselors.)

THE DEGREE OF MASTER OF ARTS

                  The Departmental requirements for the Master’s degree in Economics for students holding the traditional four-year Bachelor’s degree include: (1) satisfactory performance on two of the written field examinations in economics required for the Ph.D. degree; (2) a satisfactory command of the principles of economic theory; and (3) acceptance of a paper or report on a problem approved by the Department,

THE DEGREE OF DOCTOR OF PHILOSOPHY

                  The Departmental requirements for admission to candidacy for the degree of Doctor of Philosophy in Economics include: (1) satisfactory performance on written field examinations in price theory and monetary theory and banking and in one other field that, with the approval of the Department, may be a field outside of economics; (2) a well-rounded command of the subject-matter of the major fields of economics; (3) effective reading knowledge of French or German or some other foreign language approved by the Department; and (4) acceptance of the candidate’s thesis prospectus.

                  The Departmental requirements for the degree include in addition to the preceding requirements for admission to candidacy: (1) effective reading knowledge of a second foreign language or completion of an approved substitute program of study; (2) departmental approval of the completed thesis; and (3) satisfactory performance on a final oral examination on the field of the thesis.

SUMMER PROGRAM
FOR COLLEGE TEACHERS OF ECONOMICS

                  The Department of Economics will give particular attention in its Summer Quarter 1956 program to the interests of college teachers of economics, both those working for the Ph.D degree at another institution and others who wish to renew or to complement their training and experience in economics. A limited number of tuition and half-tuition scholarships will be available for teachers who do not hold the Ph.D. degree. (Application blanks for these scholarships may be obtained from the Department of Economics.) For those who hold the Ph.D. degree in Economics or related fields the Department invites application for guest privileges.

Chicago. Ph.D. Thesis Committees in Monetary Economics. Patinkin’s Research, 1968

The first boxes of archival material that I examined as my research project on the evolution of graduate economics training was beginning to take shape came from Don Patinkin’s papers back when Duke’s Economists’ Papers Archive still bore the modest descriptor of “Economists’ Papers Project”.

This post transcribes some of the research material collected by Patinkin in his survey of Chicago style monetary economics. Fun Fact: his research assistant while on leave at M.I.T. was the graduate student Stanley Fischer, from whom incidentally I was to take my first graduate macroeconomics course (Patinkin’s book was on the reading list, surprise, surprise).

Doctoral theses advisers were identified for a dozen and a half Chicago theses that drew Don Patinkin’s attention. This is the sort of information that doesn’t normally jump at you in digitised form through a duly diligent internet search, so I thought it worth my time to file this information for now in a blog post. Minor additions have been added in square brackets for the sake of completeness.

Dear Dean Buck:

You have requested a brief report on the work of the Department of Economies for the academic year 1946-47.

This report necessarily follows much the same pattern as the report for last year. Again our work has been dominated by the number of students, undergraduate and graduate, and the lack of a trained junior staff.

The number of undergraduates of course is entirely so beyond our control. In Economies A and in most of our “middle group” courses, the elections taxed our capacity for effective instruction. Under the most propitious conditions the crowded classrooms would have presented many problems but with a dearth of trained teaching fellows and annual instructors the load carried by the senior staff was unduly heavy. Foreseeing this range of problems, the Department voted on February 19, 1946 [sic, 1947 probably correct. In December 1946 departments wereallowed to withdraw from offering tutorials] to suspend tutorial instruction for a period of two years. It may be stated here that this was probably a wise decision. Concentration in Economics appears to have resumed the trend apparent before the war. In the current year the number of concentrators will approach, or perhaps exceed 800. Even should no consideration be given to the expenditure involved, the possibility of finding and training effective tutors even for honors candidates seems somewhat remote.

On the graduate level the problems of instruction were even more difficult. During the year the number of graduate students receiving instruction was approximately 286. Our course offering on this level is large. Nevertheless, the principal graduate courses were crowded to a point where the maintenance of standards was difficult. After the graduate student has completed his preliminary program and has been accepted as a candidate for the Ph.D, degree, the instruction is largely individual. In the last year we were just coming into the situation where a considerable proportion of the students were receiving such instruction. The full impact of this situation will be felt in the current year. Most members of the senior staff will be directing the theses of some 10 to 15 students. Some officers will be responsible for even larger numbers. With the numbers we are attempting to handle on the graduate level the single task of examining candidates in the general and special examinations becomes a major consideration. During the last academic year the staff conducted general and special examinations. Such an amount of examining and of individual instruction on the graduate level has its bearing on tutorial instruction for undergraduates.

The Department voted to accept the large number of graduate students now on our rolls only after considerable investigation and discussion. It is my own personal opinion that we have set our limit altogether too high. However, the pressure upon us for admission has been very strong and our obligations to the Littauer School, where the pressure is hardly less, just be observed.

This matter of the size of the Graduate School in the immediate future is one of our most difficult problems. It will receive our attention in the current year.

In the last two or three years these reports have noted certain experiments in instruction, especially in connection with Economics A. Such experiments are dependent upon the presence of a considerable number of able and mature young men with adequate teaching experience, as well as upon a margin of free time. Both of these factors are lacking to such a degree that substantial and outstanding progress could not be expected but the plans were active and some progress was made.

If full tutorial instruction is not resumed by the Department, experimentation in undergraduate courses is imperative and this we have planned. It is our expectation that a good deal in the way of individual guidance can be accomplished in connection with Economics A and some of our middle group courses. We believe that we can make our instruction more efficient with a much smaller personnel and at much less expense than the tutorial system would involve. However, a definitive decision has not been reached on all of these matters.

It is hardly necessary to emphasize that the heavy instructional demands discussed above affected our research projects. Furthermore, the officers of this Department are severely handicapped by the lack of research funds. This dearth of research funds is a question which has been placed before our Visiting Committee.

In spite of the difficulties involved, the contributions of the members of the Department were substantial. The following books were published:

In the area of distinctions or honors, I believe the only items to be noted concern Dean Edward S. Mason. Last spring he was appointed Economic Advisor to Secretary of State Marshall at the Moscow Conference. In July he was appointed a member of President Truman’s Committee on Foreign Aid.

You have requested a brief report on the work of the Department of Economics for the academic year 1947-48.

The report on the work of the Department for the last year can be given in part in the same terms that have been employed in the last three reports. Our major problems have been quantitative and have presented the same difficulties that were emphasized in the other post-war reports. However, we believe that the last year did reach the peak of the load and that the pressure of numbers will abate steadily. The problem of building and maintaining an effective junior staff was hardly less than in the preceding years. Crowded classrooms and insufficiently trained assistants imposed unduly severe burdens upon the senior teachers responsible for course instruction. Some improvement, especially in the middle group courses, is in prospect for the coming year but it is probable that two to three years more will be necessary before these courses will be adequately staffed. In the introductory course which relies heavily upon a large number of young instructors and teaching fellows, the situation is still serious but latterly we have been able to utilize young men with more satisfactory preparation and training. Because of the heavy demands for the services of these young men by other institutions, the turnover is large leaving us each year with a relatively inexperienced staff.

Graduate instruction continues to make unusual demands upon the time and energy of the senior staff. During the past year we conducted 109 general examinations and 26 special examinations. Examining and the related task of directing the research of candidates for the higher degrees undoubtedly have an incidence upon undergraduate instruction which raises questions of fundamental importance. It is encouraging that the number of graduate students is, through the action of the Department, declining.

In spite of the difficulties presented by the numbers of undergraduates and graduates, the Department, perhaps belatedly, has given particular consideration to its commitments in the Areas and in General Education. A report on General Education is enclosed.

Also, the Department has considered at length and in detail various problems of instruction, particularly undergraduate instruction. These considerations will be continued in the current year. By completely revising the content of our basic courses it may be possible to increase the effectiveness of our instruction and reduce somewhat the number of courses offered. A preliminary report on this aspect of our work is included.

A year ago I noted that many of our senior officers were handicapped severely by the lack of research funds. As you know, it can now be recorded with sincere satisfaction that a grant from the Rockefeller Foundation and that several projects under the auspices of the Research Marketing Act, U.S. Department of Agriculture, the Charles H. Hood Dairy Foundation, the Ferguson Foundation Fund, and the Carnegie Corporation Fund, meet the situation effectively for some of our officers. The set-up of these projects promises not only to be of great value to the professors in charge of the research but it contributes heavily to the training of our most promising graduate students and younger officers.

Professor Edward H. Chamberlin has been appointed to succeed Dr. Arthur B. Monroe as Managing Editor of the Quarterly Journal of Economics. Both the Quarterly Journal of Economies and the Review of Economic Statistics are well established intellectually and financially. With the demands of instruction and research, the editing of the Quarterly Journal of Economics and the Review of Economics and Statistics, as well as the direction of the Harvard Economic Series, raises questions regarding the adequacy of the manpower within the Department.

 In the area of distinctions or honors, Professor Joseph A. Schumpeter was chosen to be President of the American Economic Association for 1948. Dean Edward S. Mason was awarded an honorary degree, D. Litt, from Williams College, June, 1948.

Dear Provost Buck:

The pattern of the report of the Department of Economics on the work of the last year is essentially the same as the other reports for the post-war years. Indeed, not a little of the introduction to the report of a year ago could be utilized in the current report. The quantitative side of our work has been among our major problems. I think I was correct in predicting that the peak of the load would be passed in 1948-49. For the year 1949-50, numbers, particularly on the graduate level, will be approximately less although the total is still beyond the capacities of our senior staff.

Again I can repeat that the problem of building and maintaining a junior staff presents great difficulties. We have strengthened our position on the level of the assistant professor but we are unable to hold our most promising young Ph.D’s for appointment at the instructor level. All of our undergraduate instruction suffers because of this factor, but Economics 1 (the introductory course) is affected particularly. The demand for these young men by other institutions continues at a high level resulting in a high rate of turnover and leaving us sech year with a relatively inexperienced staff. [end of p. 1]

In the post-war years the Department has been striving to meet its obligations to General Education and to the areas. We believe that we have made an excellent beginning in both General Education and in the Russian Area. We are still actively engaged in the attempt to strengthen our position in the Chinese Area. This is exceedingly difficult but I believe that some progress is being made.

Last year we were able to record with great satisfaction that some research projects were being established satisfactorily. These projects under the auspices of the Rockefeller Foundation and under the auspices of various groups interested in agriculture and marketing are now going forward successfully and up proving to be important for us not only as research projects but also because of their general effect upon a relatively large group of our graduate students. We can now give a type of training to our most promising men which would have been impossible without such projects. It should be emphasized at this point that other areas of interest need research funds.

Five books were published in the Harvard Economic Studies and two volumes are in the hands of the Press to be published later this year. There has been a total of 86 books published in the Harvard Economic Studies to this date.

It should be recorded that both the Quarterly Journal of Economics under the editorship of Professor Chamberlin and the Review of Economics and Statistics have prospered during the year. Again I do feel it necessary to refer to the fact that editing the Quarterly Journal of Economics and the Review of Economics and Statistics and the carrying forward of the Harvard Economic Studies continues to raise questions regarding the adequacy of the manpower within the Department.

In the area of distinctions and honors, Professor Slichter was awarded honorary degrees (LL.D.) from the following universities: Lehigh University, Harvard University, University of Rochester, University of Wisconsin and Northwestern University. Professor

Haberler was awarded an honorary degree of Doctor of Economics (“Doktor der Wirtschaftswissenschaft honoris causa”) from Handelshochschule, St. Gallen, Switzerland. Dr. Galbraith was awarded the President’s Certificate of Merit, Medal of Merit Board, for services in Price Control and Economic Stabilization during the war.

In each of the reports for the last three years, emphasis has been placed upon two matters; our efforts to handle the increased numbers incident to the war, particularly on the graduate level, and our attempts to revise and improve our instruction, particularly on the undergraduate level.

With a good deal of satisfaction we are able to report that for the last year substantial progress has been made in each of these areas. Immediately after the war the number of our graduate students increased from approximately 100 to nearly 300. By raising the standards of admission and giving the most careful scrutiny to applications, the numbers on the graduate level are now well under 200, and will be reduced somewhat more for 1950-51.

The work of supervising and directing graduate students falls very unevenly upon the various members of the senior staff. Even with not over 150 graduate students some members of the staff will carry an inordinate part of individual instruction and of examining for the higher degrees. Further, large graduate classes tend to dilute the instruction.

On the undergraduate level the Department has revised its requirements for concentration, including the content of many of our key courses. This plan has been accepted by the Faculty and is now in operation. It is an ambitious scheme that involves not only a change in the content and coverage of our key courses but it also involves the strengthening the staff in these courses and an integration of course work with tutorial work. Undoubtedly it will take some years to complete this plan. Much depends upon our ability to build a strong junior staff, especially on the annual instructor level. When this reorganized instruction is in full operation it is expected that a number of courses now offered for undergraduates may be deleted.

Also it is with a good deal of satisfaction that after a period of suspension tutorial instruction has been reestablished and is developing steadily. The period of suspension was unfortunate but probably inevitable. We are now approaching a position with respect to both graduate and undergraduate instruction that at least approximates a normal situation, with a possibility of a carefully planned and well integrated system of undergraduate instruction. As a part of this plan increased attention has been given to reestablishing the General Examinations on something approximating the level of earlier years. Since we are lacking experienced tutors the establishment of tutorial instruction is a very real task but it is believed it can be done successfully.

We have been fortunate to have been able to attract to the Graduate School a group of unusually able young men. The very top of this group represents ability of the very highest order. Unfortunately only rarely can we retain the services of these young men even on the assistant professor level. However, the Department is keenly aware of the difficulties it faces in recruitment and every effort is being made to follow the progress of the product of other schools as well as the progress of our own young scholars.

I am now somewhat belatedly submitting the report of the Department of Economics for 1949-50.

I. Undergraduate Instruction

Four hundred eighty-two Harvard and Radcliffe students concentrated in economics in 1949-50 as compared with 608 in the previous year. The enrolment in Economics 1 was 402 as compared with 546 in the previous year. Seventy-seven students graduated with honors; 20 obtaining magna cum laude and 57 cum laude.

The entire senior staff gave courses at the undergraduate level— a practice that distinguishes Harvard sharply from institutions such as Columbia and Chicago which restrict the activities of some of the most talented members of the staff to graduate instruction. Nevertheless, the strength of our undergraduate teaching has depended very largely on the unusually fine group of assistant professors we now have on our staff.

During the past couple of years the Department has been gradually moving toward restoration of the tutorial system and last spring it decided finally to give tutorial instruction to all honors students in their junior and senior years,

II. Graduate Instruction

Two hundred graduate students in economics were in residence last year as compared with 234 the previous year. The Department gave 58 general examinations for the Ph.D. and 47 special examinations.

The number of graduate students is still too large to handle effectively with the present staff. The students themselves justifiably complain that they cannot see enough of the members of the faculty. However if they did see as much of the faculty as they wanted to, the faculty would have little time for reading and research and the quality of instruction would decline. We are planning to deal with this problem as far as possible by making sure that more graduate students attend reasonably small seminars and do have an opportunity to get to know at least one faculty member reasonably well.

I believe that the quality of our graduate work has suffered through overemphasis on course work and preoccupation with grades. We tend to make graduate instruction too much of a prolongation of undergraduate instruction. We also tend too much in the direction of specialization and provide too little encouragement for students to become coordinated in the whole economic field. The remedy for this state of affairs depends more upon the general attitude of the Department rather than any specific measures of reorganization. We shall do whatever is possible to encourage students in the feeling that their main function here is to acquire the maturity that is essential for scholarship rather than to accumulate a collection of pieces of isolated information.

III. Research

Professors Mason, Leontief, Black, Galbraith and Dunlop are all conducting organized research projects within the Department. Apart from their substantive value, these projects give a considerable number of graduate students an opportunity to take part in organized research activity. I believe these projects have an important part to play in the future of the Department as a whole rather than as special interests of individual members. However, I do not share the view that most of our intellectual activities should be directed towards organized research. There is danger that we may become a research bureaucracy and that the merits of individual scholarship may achieve less recognition than they deserve. While the research project is invaluable in training the students in specialized activity, it does little to cultivate the maturity that should be one of the most important products of our graduate training.

IV. The Staff of the Department

Professor Schumpeter’s death has meant a loss to the Department that cannot be covered by any individual that we now have on the staff or could get from the outside. The only way to make up for his absence is for the present members of the faculty to direct part of their attention to the aspects of economic thought in which Schumpeter was particularly interested. This has in part been done. I think it is true to say that since Schumpeter’s death his own work has received more attention in Harvard classrooms than it received while he was alive.

The only new additions to the to the staff at the professorial level in 1949-50 were assistant professors Orcutt and Sawyer. Orcutt is giving a course at the graduate level and the undergraduate level on empirical economies in which he stresses the quantitative aspects of economic theory. He is also a first-class statistician. Since the resignation of Professor Crum we have had only one professional statistician in the Department, and it seems highly desirable to have at least two. Sawyer will add considerable strength to the Department’s work in economic history although he will spend half of his time in the General Education program.

The two items below (syllabus and final exam) were incorrectly filed in Lloyd A. Metzler’s papers at Duke. I accidentally stumbled upon both today and thought that rather than trusting my memory of the locations of the syllabus and final exam for Economics 370 in 1971, I’d just transcribe and post the two artifacts today. According to the biographical note below, Lloyd Metzler retired from the University of Chicago in 1971 so this must have indeed been the last time that he taught international monetary economics at Chicago.

Biographical Note

Lloyd Appleton Metzler was born on April 3, 1913 in Lost Springs, Kansas. He attended the University of Kansas, where he studied economics under John Ise and earned a Bachelor’s degree in 1935 and an MBA in 1938. Metzler then entered Harvard University. He served as an instructor and tutor at Harvard and completed a Ph.D. in economics in 1942. His dissertation, “Interregional Income Generation,” earned him the Wells Prize. That same year, Metzler was the recipient of a Guggenheim fellowship.

From Harvard, Metzler went on to Washington, D.C., where worked for the Office of Strategic Services and several economic policy and planning commissions between 1943 and 1946. Metzler joined the research staff of the Board of Governors of the Federal Reserve System in 1944. In 1946 he returned to academia when he accepted a teaching position at Yale University. He soon left Yale for the University of Chicago in 1947, where he remained for the rest of his career.

Dr. Metzler survived surgery for a brain tumor in 1952, and with the help of his wife Edith, managed to continue teaching and writing for the next twenty years. He served as Editor of the Journal of Political Economy from 1966 until his retirement in 1971. Metzler made numerous contributions to business cycle literature, macro-monetary theory, tariff theory, mathematical economics, and the field of international trade. The Metzler paradox, Laursen-Metzler effect, and Metzler matrix, all bear his name. He died on October 26, 1980.

  1. It is frequently said that forward purchases and sales have a two-fold effect upon the assets and liabilities of the bank making the forward transactions. When a bank makes a forward purchase, for example, it is entitled to receive a given amount of foreign currency some time in the future and this right to receive foreign currency constitutes an asset. On the other hand, when the bank receives the foreign currency, it is obligated to pay a given amount of its own currency, and exchange, and this obligation constitutes a liability. Conversely, when the bank makes a forward sale, it is obligated to deliver a given amount of foreign currency some time in the future and such an obligation constitutes a liability. But when the bank delivers the foreign currency, it is entitled to receive a given quantity of domestic currency to complete the transaction, and this receipt constitutes an asset.
    1. In view of the two-fold effect of both forward sales and purchases, how can you justify the inclusion of forward sales as liabilities and the inclusion of forward purchases as assets in an account of the bank’s foreign currency position?
    2. If it is actually true that both sales and purchases increase assets and liabilities by the same amount, what does this imply with respect to the bank’s ability to put itself in a closed position by means of operations on the forward exchange market?
  2. The table, below, presents the yield on 90-day Canadian treasury bills (rc), the yield on 90-day U.S. treasury bills (rus), the 90-day forward exchange rate (FR), and the spot exchange rate (SR) for Canadian currency. The yields for both Canadian and United States bills are stated on an annual basis and the exchange rates represent the price, in United States dollars, of one unit of Canadian dollars. The table covers various periods of time, from A to I.

On the basis of the information given in the table above, you are asked to:

    1. Indicate which periods are periods of short-term potential capital outflow (O), and which periods are periods of short-term capital inflow (I) from the point of view of U.S. banks.
    2. Prepare a table showing the profits or losses on security transactions, the profits or losses on currency transactions, and the net outflow or inflow margin for all time intervals from A to I.
    3. Show what transactions a U.S. bank would make in carrying out a short term covered capital outflow and what transactions the bank would make in carrying out a short term capital inflow. From this information, show that arbitrage activities of the U.S. bank always influence rc, rus, FR, and SR in such a way as to put the market values back on the interest parity line.
    4. Comment on the stabilizing effects of interest arbitrage.
  1. Professor Alexander maintains that devaluation will be ineffective unless fiscal measures are taken to control spending.
    1. Discuss Alexander’s argument.
    2. Is it also applicable against a system of flexible exchange rates? Explain.
  2. Country A and Country B are trading with each other under a system of flexible exchange rates. Country A makes a unilateral transfer of t currency units, payable in the currency of B. On the assumption that both countries balance their budgets, prove that factor income remains unchanged in both countries while net output rises in A and falls in B. Give both an algebraic and a commonsense explanation of these results. What bearing do these results have on the controversy between Keynes and Ohlin concerning German reparations?
  3. The success of the Canadian experiment with flexible exchange rates is frequently given as an argument for the introduction of flexible exchange rates as a means of eliminating the deficit in the U.S. Balance of Payments.
    1. Would Alexander’s absorption principle apply to this situation?
    2. Can you see any reason why the comparison between Canada and the United States might be inappropriate?

Chicago. Three casual letters from Cambridge, Mass. regarding young talent, 1957-59

 

In the three letters to Theodore W. Schultz transcribed for this post we witness the old-boy network at work in Chicago’s search for young talent.  Mason and Harris from Harvard share the enormous respect that Harvard Junior Fellow Frank Fisher had won from the senior professors there.  Evsey Domar hedges somewhat in his assessment of Robert L. Slighton but more or less places him in a spectrum running between Marc Nerlove and Martin Bailey closer to the latter. Other now familiar (and less familiar) names are tossed in for good measure.

He published a mathematical article on Welfare Economics when he was a senior, and those who can understand it say it’s good. He is only 20 now, and, of course, it is difficult to say how he is going to turn out. He may be another Paul Samuelson, and on the other hand he may not. Ellsberg is another one of our summas and a very good man, indeed. I don’t think he measures up to John Meyer, but is probably in the Henderson and Eckstein category. Since I promised you six names, I will add that of [???] Miller who came to us this year from California. I have really seen nothing of him, and consequently, can no give you a first-hand judgement. My colleagues, however, think he is very good.

It was good to see you even though it was for a very short period. As you know, we include on our list of available men only those who have requested to be put on the list or who have given us their permission to have their name included in the list. It represents men who are either already Ph.D.’s or will receive their Ph.D. within the year, and who are actually available for the coming year.

[Daniel] Ellsberg will be getting his Ph.D. this year, but he is going to Rand at a salary of about $10,000. [Franklin] Fisher will not have his Ph.D. until June 1960. He is just out of college three years and has been offered an assistant professorship at Carnegie Tech. We have now promised him a similar appointment, and in fact he said he would prefer to be at Harvard.

Among other young men of talent who are now here but are not on our permanent roster are the following: Leon Moses who teaches half time in the department and does research with the [Wassily] Leontief project half time. There is a good chance that Moses will go to Pittsburgh, particularly in order to work on the metropolitan project with [Edgar M.] Hoover. Moses is an excellent man in every way and certainly of permanent quality: the same holds for Alfred Conrad who is in somewhat the same position as Moses. Incidentally, both of them have a leave for next year: There is also André Daniere who will be an assistant professor next year and who works primarily with Leontief. Daniere is another good man, though probably not quite as good as the others.

Then there are Otto Eckstein, James Henderson, Jaroslav Vanek and Louis Lefeber. They are all excellent men and in the running for a permanent appointment. Actually, during the next few years we will have but one or two openings and obviously we cannot keep all these men. There is little to choose among them and we will have a tough time making a decision. Please keep this in the highest confidence.

Your letter of January 6, regarding [Robert L.] Slighton is not quite easy to answer. I do not know [Daniel] Elsberg [sic] or [Franklin] Fisher well enough to make comparisons, but I will try to compare Slighton with [Martin J.] Bailey and [Marc] Nerlove. From the point of view of statistical and mathematical ability, Nerlove stands in a class all by himself, and I do not think that Slighton’s comparative advantage is in those fields. As far as Bailey is concerned, he may have flashes of ideas at times superior to Slighton’s. On the other hand, I would credit Slighton with greater solidity, more common sense and better judgment. As far as long-run contributions are concerned, I don’t know on whom of the two I would bet at the moment, but Slighton would be a serious contender in any such betting.

Lloyd [Metzler]’s session went quite well. He was greeted by the audience most warmly and was pleased about the whole works very much. I am very happy that that meeting was arranged and that I could participate in it.

Chicago. Economics A.M. requirements amended to become “Consolation Prize”. Lewis and Schultz, 1950

 

In 1950 the Chicago economics department voted to convert its master’s degree into an award for the successful partial completion of its Ph.D. program. It was to serve as a “consolation prize” for good graduate students but those found not to have the right “Ph.D. stuff” (H. Gregg Lewis’ words in his memo of Sept. 29, 1950 to chairman T. W. Schultz, transcribed below). I have also included the relevant portion of the distributional and examination requirements for the Ph.D. that had already formed part of the so-called “alternate departmental master’s degree”. H. Gregg Lewis’ proposal was largely accepted by the department (minutes from the meeting of November 2, 1950 transcribed below), thereby eliminating distinct tracks for its A.M. and Ph.D. degree programs, respectively.

ALTERNATIVE DEPARTMENTAL MASTER’S DEGREE
[1950-51 regulations]

Upon request the Department will consider recommending for the Master’s degree candidates who have satisfied the distribution requirement for the Ph.D. degree and have passed with satisfactory standing the three written field examinations for the Ph.D. degree. One modern foreign language is required. In place of a thesis such candidates may present an acceptable paper or report on a problem approved by the Department.

Distributional requirement [Ph.D.]. The candidate is expected to have familiarity with the subject matter equivalent to that covered in at least one course (200 or 300 level of reasonable comprehensivenss in each of ten fields (five required and five elected), satisfactory evidence of which can be provided by course credit or by passing a special examination. The required fields are: (a) economic theory, (b) accounting, (c) statistics, (d) economic history, and (e) money, banking, and monetary policy. The fields from which five may be elected are: (f) consumption economics, (g) industrial relations, (h) monopoly and public utilities, (i) agricultural economics, (j) government finance, (k) international economic relations, and (l) substitute fields, but not in excess of two, proposed by the candidate and approved by the Departmental counselor or the Department. One or both of these substitute fields may be outside the Department of Economics, and in general some work outside the Department is recommended with a view to rounding out a program appropriate for the individual student. In case of students transferring from other institutions, adequate training in general history may be substituted for economic history upon the written recommendation of the Departmental counselor.

Preliminary written field examinations [Ph.D.]. In each of three fields of specialization, in addition to presenting course credit or special examinations to show satisfactory preparation, the candidate will be required to pass a written examination.

The candidate is expected to select the three fields of specialization—a primary field and two secondary fields—for intensive graduate work. The primary field is that in which the [Ph.D.] thesis will be written. One of the three fields (primary or secondary) must be that of economic theory, including monetary theory. The fields from which selection is to be made are listed above under the heading “Distributional Requirement,” except that accounting may not be chosen as a field without approval of the Department. One secondary field of specialization may be a field named by the candidate outside the list above, and this may be in a department other than Economics. A secondary field may also be developed under one of the interdepartmental committees of specialization International Relations, Human Development, Planning or Social Thought. The program of work proposed, which ordinarily will include four to five courses, must be approved by the Department. No other secondary field may replace the required field in economic theory.* Students should consult with the Departmental counselor with respect to appropriate programs of work in preparation for the field examinations. The field examinations are given by the Department in the sixth and seventh weeks of the Winter and summer quarters. Application for any field examination should be made not later than the end of the first week of the quarter in which the examination is to be taken.

*Students who take the field examination in money, banking, and monetary policy will not be required to write the monetary theory part of the economic theory examination.

In Re: Requirements for the Master’s Degree

This is an elaboration of comments made to you this summer concerning the Master’s degree.

I should like to recommend the following changes in our requirements for the A.M. degree:

  1. That the distinction between the “regular” A.M. and the “alternative” A.M. be abolished.
  2. That the departmental requirements for the A.M degree consist of the following alteration of the present alternative A.M. requirements:
    1. A distribution requirement covering five (rather than the present eight) fields of economics of which theory, statistics, and money and banking shall be mandatory. Students who do not hold the traditional A.B. degree must meet the requirement by passing satisfactorily a qualifying examination coving the subject matter of Economics 209, 211 (unless the student has passed the Divisional qualifying examination), 230, and two courses chose from 220, 222, 240, 255, 260, 270, 271.1/ Students holding the traditional A.B. may meet the requirement by showing equivalent course credit.
    2. The passing of two Ph.D. field examinations (with Part I of the Theory exam counting as a full exam) at a satisfactory level (that is, at either the Ph.D. level or at a level somewhat lower but not so low as not to warrant blessing the candidate with a Master’s degree).2/
    3. A showing of competence in economic principles; made either by passing (at the A.M. level or higher) Part I of the Theory examination, by course credits or course examinations in Economics 300A and 300B, or by equivalent course credit.

I would recommend that the changes in requirements become effective as of the beginning of the Summer Quarter, 1951 for students entering the Department in that and later quarters.

1/ This qualifying examination is now offered every quarter. This is an extravagant use of faculty. I should like to see the exam offered only once a year. Furthermore, I should like to permit students to substitute course grades for all or part of the exam provided the course grades are for courses taken here and provided they are not at a level lower than B.

2/ There would be therefore no special examinations for A.M.’s, but the examinations would be graded into three levels: passing for the Ph.D. and A.M. degrees, passing for the A.M. degree but not for the Ph.D., failing for both.

I would urge students to give requirement (b) high priority in preparing their programs of study.

Since the ends sought by these changes can be reached in other ways, I specify below what these ends are.

I view our principal instructional purpose as that of training high-level (Ph.D. and beyond) professional economists. I think we ought to view our training of “junior” economists and the awarding of the A.M. degree only as an incident arising from the fact that at the time a student applies for admission to the department, we cannot predict accurately either his calibre as a student or his academic goals.

It seems to me that the requirements for the Master’s degree should meet these tests:

  1. They should include no requirements which the Department would not make for the Ph.D. degree. Otherwise both student and faculty time will be spent in activities extraneous to the training of high-level economists. The present alternative A.M. meets this test but the regular A.M. does not.
  2. The requirements should be at a level high enough to be respected by the academic world. Both present degrees meet this test, I believe.
  3. But the standards for the degree should not be so high that potentially able Ph.D. candidates will be deterred from entering because of the considerable risk that if they fail to meet Ph.D. standards they will also fail to meet A.M. standards. If we set standards for the A.M. that are almost as likely not to be met as the Ph.D. standards we hold out no “consolation prize” to those good students who are fearful of not being able to meet Ph.D. standards. The present alternative A.M. requirements do not meet this test.

One of the ways by which we can raise the calibre of our Ph.D. candidates without reducing our enrollment is to increase the number of students who are given an opportunity to show at close hand their potentialities to us and to screen out at an earlier date those who are not of Ph.D. stuff. I am confident that quite accurate screening can take place ordinarily by the end of the first year of graduate residence. I contemplate our using the A.M. requirements as a screening device; the present alternative A.M. is not satisfactory from that point of view since it postpones too long the screening decision.

Meeting of the Department

Time and Place: Thursday, November 2, 1950, at 1:00 p.m. in Room 424, Social Science Research Building.

Present: T. W. Schultz (chairman), H. G. Lewis, A. Rees, R. Goode, G. Tolley, D. G. Johnson, F. H. Harbison, J. Marschak, C. Hildreth, F. Knight, L. Metzler.

  1. Handling of Student Business
    It was agreed that all bona fide applications for admission to candidacy filed this quarter would be considered as falling under present degree requirements even though Departmental action does not take place until Winter quarter.
  2. Ford Foundation
    Schultz stated that as a Department we have an obligation to ourselves, to the University, and to the community more largely to think through carefully the problem of making the best use of the Ford Foundation’s present grant of $300,000 to the University as well as possible later grants. There was a brief general discussion of the problem.
  3. Departmental Rules Governing Residence and Availability to Students
    Schultz pointed out that in the current year we have been able for the first time to reduce direct teaching loads for most of our members to four courses per year or less. This reduction, he pointed out, makes it desirable that the Department impose upon itself rules governing residence and availability to students and others in the university community lest they be imposed upon us from outside. The problem of rules for residence involves not only a rule stipulating in some way minimum residence, but also the question of whether “free” quarters out of residence should be considered a matter of a right accruing to an individual from his residence or a privilege dependent upon ad hoc decisions made by the Department chairman and the Dean. Schultz expressed himself as being in favor of a rule somewhat similar to the rules for accumulating sabbatical leave under a 3Q contract. In addition there is the problem of insuring, perhaps by rule, “availability” when in residence. The formulation of appropriate rules is to come before the Department for its consideration in the Winter quarter.
  4. The Department considered Lewis’ recommendations for changes in the A.M. requirements. (See attached memo. [above]) the following amendment of Lewis’ recommendation was passed:
    1. That the distinction between the regular A.M. and the “alternative” A.M. degrees be abolished.
    2. That the Departmental requirements for the A.M. degree consist of the following:
      1. A distribution requirement to be met by passing a “Qualifying” examination covering the subject matter of Economics 209, 211 (unless the student has passed the Divisional qualifying examination) 220 or 222, 230 and two courses chosen from 240, 255, 260, 270, and 271. Students holding the traditional A.B. may satisfy the requirement by equivalent course credit.
      2. The passing of two Ph.D. field examinations (with Part I of the Theory examination counting as an examination) at a satisfactory level of A.M. candidates.
      3. A showing of competence in economic principles; made either by (at the A.M. level or higher) Part I of the Theory examination, by course credits or examinations in Economics 300A and 300B, or by equivalent course credit.
      4. An acceptable paper or report on a problem approved by the Department. The paper will be read by two members of the Department of which the course instructor will be one in the event the student submits a term paper prepared for a course.

The above changes in requirements are to become effective as of the beginning of the Summer quarter, 1951 for students entering the Department in that and later quarters.

It was understood that the above motion in no way changes present preliminary examinations or other requirements for the Ph.D. degree. Professor Knight asked the minutes to show his objection to dropping Economics 210 (Accounting) from the requirements for the A.M. degree.

Lawrence Bostow’s petition for approval of French and Russian as languages for the Ph.D. was approved.

Mr. H. M. Herlihy’s petition for the field of “Social Organization” (Sociology Department) as his third field for the Ph.D. degree was approved.

Mr. John Holsen’s petition for a third Ph.D. field in Planning (Planning Department) was approved. Mr. Johnson, his counselor, was asked to inform Mr. Holsen, however, that this approval does not entitle Holsen to shorten his total program in Economics for the Ph.D.

Mr. Edward Mishan’s petition for approval of Spanish as a Ph.D. language was denied.

    1. Admission to Candidacy

Mr. Howard Ammerman’s application for admission and for approval of a thesis topic was moved to the bottom of the list of applications.

Mr. Rondo E. Cameron’s application for admission to candidacy for the Ph.D. degree was recommended to the Division for approval, contingent upon his passing the Theory examination (written Summer, 1950) and his proposed thesis topic, “French Foreign Investment, 1815-1870,” was approved. Thesis committee: E. J. Hamilton, chairman, L. Metzler, P. Thomson.

After some discussion, Mr. Clifford Clark’s application was moved down the list. Lewis was instructed to advise Clark to consult with Hamilton concerning the latter’s misgivings about the proposed thesis topic, and in addition to confer with Hayek, Knight, and other members of the Department concerning the thesis topic.

Mr. George P. Coutsoumaris’ application for admission to candidacy for the Ph.D. degree was recommended to the Division for approval, contingent on his passing the Theory examination (written Summer, 1950), and his proposed thesis topic, “Possibilities of Increasing Economic Efficiency in Greek Agriculture,” was given qualified approval, the Department suggesting that he limit the topic somewhat preferably to a topic approximately the same as that covered in the sections (VII and VIII) of his outline dealing with capital in Greek agriculture. Thesis committee: D. G. Johnson, chairman, C. Harris, J. Margolis (planning).

Mr. David Fand’s proposed thesis topic, “Monetary Theory of the Federal Reserve Board,” was discussed. It was agreed to come back to it at the next meeting after several more of the members of the Department had an opportunity to discuss the topic with Fand.

The meeting was adjourned at 3:05 p.m.

Biographical Note

Lloyd Appleton Metzler was born on April 3, 1913 in Lost Springs, Kansas. He attended the University of Kansas, where he studied economics under John Ise and earned a Bachelor’s degree in 1935 and an MBA in 1938. Metzler then entered Harvard University. He served as an instructor and tutor at Harvard and completed a Ph.D. in economics in 1942. His dissertation, “Interregional Income Generation,” earned him the Wells Prize. That same year, Metzler was the recipient of a Guggenheim fellowship.

From Harvard, Metzler went on to Washington, D.C., where worked for the Office of Strategic Services and several economic policy and planning commissions between 1943 and 1946. Metzler joined the research staff of the Board of Governors of the Federal Reserve System in 1944. In 1946 he returned to academia when he accepted a teaching position at Yale University. He soon left Yale for the University of Chicago in 1947, where he remained for the rest of his career.

Dr. Metzler survived surgery for a brain tumor in 1952, and with the help of his wife Edith, managed to continue teaching and writing for the next twenty years. He served as Editor of the Journal of Political Economy from 1966 until his retirement in 1971. Metzler made numerous contributions to business cycle literature, macro-monetary theory, tariff theory, mathematical economics, and the field of international trade. The Metzler paradox, Laursen-Metzler effect, and Metzler matrix, all bear his name. He died on October 26, 1980.

Answer all questions.

  1. Define two concepts of income which arise when one country (A) makes an annual income transfer to another country (B) and indicate the significance of each concept.
  2. Use the concepts above to show why, in a two-country economy, a presumption exists that the transfer will be more difficult if both countries require imported raw materials to produce than if both are self-sufficient in production. Without going into technical details, indicate why the theory for self-sufficient economies is correct despite this presumption.
  3. (a) Derive the conditions of balance in a full-employment open economy for the following markets: (i) the market for goods and services; (ii) the market for newly-issued securities (iii) the market for foreign exchange.
    (b) Show that if the first two markets are in balance, the country has neither a surplus nor a deficit in its balance of payments.
    (c) Show that if there is an excess supply (or deflationary gap) in both new securities and goods and services the country necessarily has a deficit in its balance of payments. Discuss the market mechanism which may eliminate this deficit, assuming full employment and flexible prices.
  4. The table below gives interest rates for 3-months U.S. treasury bills adjusted to an annual basis, as well as the spot rate and the 3-month forward rate on Canadian currency, each rate being defined as the U.S. dollar price of the Canadian dollar:

Biographical Note

From the guide to the Lloyd A. Metzler papers at the University of Chicago archives.

Lloyd Appleton Metzler was born on April 3, 1913 in Lost Springs, Kansas. He attended the University of Kansas, where he studied economics under John Ise and earned a Bachelor’s degree in 1935 and an MBA in 1938. Metzler then entered Harvard University. He served as an instructor and tutor at Harvard and completed a Ph.D. in economics in 1942. His dissertation, “Interregional Income Generation,” earned him the Wells Prize. That same year, Metzler was the recipient of a Guggenheim fellowship.

From Harvard, Metzler went on to Washington, D.C., where worked for the Office of Strategic Services and several economic policy and planning commissions between 1943 and 1946. Metzler joined the research staff of the Board of Governors of the Federal Reserve System in 1944. In 1946 he returned to academia when he accepted a teaching position at Yale University. He soon left Yale for the University of Chicago in 1947, where he remained for the rest of his career.

Dr. Metzler survived surgery for a brain tumor in 1952, and with the help of his wife Edith, managed to continue teaching and writing for the next twenty years. He served as Editor of the Journal of Political Economy from 1966 until his retirement in 1971. Metzler made numerous contributions to business cycle literature, macro-monetary theory, tariff theory, mathematical economics, and the field of international trade. The Metzler paradox, Laursen-Metzler effect, and Metzler matrix, all bear his name. He died on October 26, 1980.

Assuming that consumption and net investment amount to $5,000, indicate three ways in which national income may be defined. What is the significance of each definition?
(Note: if the numerical example troubles you, a definition of income in terms of broad categories, without numbers, will be quite satisfactory.)

(2) Discuss graphically the relations between the balance of trade and the flow of capital. Show, in particular, the circumstances under which the capital flow would adjust itself to a rather rigid balance of trade and the circumstances in which the balance of trade would adjust itself to a rigid capital movement. (In discussing these questions, you may make any assumptions you please as to the cause of the initial disturbance.)

(3) Suppose that two countries are on a flexible-exchange standard and that the exchange standard is so efficient that the supply of foreign exchange is for practical purposes equal to demand. Suppose, further, that the state of balance is temporarily disturbed by an outflow of capital from Country I to Country II—i.e., the capital flow schedule of Country I shifts to the right. Assuming that the banks do not destroy or create any new money, show, in the new equilibrium, what happens to prices, the exchange rate, and the rate of interest in each country. (You may assume, for this purpose that with the given supply and demand schedules, the capital outflow requires a level of prices and income in Country I just half as high, relative to prices and income in Country II as before.)
Contrast the conditions of equilibrium with those in a fixed-exchange system.

Chicago. Graduate prelim exams in economic theory. Metzler, Friedman and Knight, 1951

 

The previous post provided the names of the examination committee members for the economics preliminary exams for the Ph.D./A.M. by field at the University of Chicago for the summer quarter of 1951. The names of the students registered for the respective examinations were transcribed as well. The economic theory examining committee for that round consisted of Lloyd Metzler (chair), Milton Friedman, and Frank Knight. This post provides a transcription of both economic theory exams along with Friedman’s hand-written answer to Question 5 of Part I.

ECONOMIC THEORY
Part I
Summer Quarter, 1951

Ph.D. candidates. Write 3½ hours. Answer all questions.

A.M. candidates. Write 2½ hours on questions #1 and #2 and one other.

  1. Discuss the probable shape of the long-run cost curve for an industry operating under approximately perfect competition. How would it differ in the short run, i.e., in response to an unanticipated shift in the demand-curve for the product, assumed not to be permanent?
  2. Briefly discuss the Ricardian conception of capital, specifically in relation to his theory of wages. Argue the question whether wages are paid out of (pre-existing) capital or out of (current) product.
    Can you find any relation between the Böhm-Bawerk production-period theory of interest and the Ricardian theory of capital and profit? What is the crucial assumption about the nature and source of capital which underlies the production-period theory, and is it sound? How does diminishing returns to investment enter into Ricardo’s and Böhm-Bawerk’s theories?
  3. Consider a trade union that is strong enough to prevent nonmembers from working at the trade in question and whose membership, for simplicity, will be supposed unaffected by the level of returns to members within broad limits (e.g., future membership consists of present membership minus members who die plus male children of present members). Analyze what its position would be toward the immigration of unskilled labor if it took account solely of the effect of such immigration on the incomes of its members. What considerations, if any, should lead it to favor more extensive immigration? What considerations, if any, to favor restriction on immigration? Is there a clear balance in favor of the one position or the other?
  4. “The orthodox tools of supply and demand assume that sellers and buyers are free to buy or sell any quantities they wish at the price determined by the market. This assumption cannot validly be made when price controls or rations are imposed by government. It follows that these tools are useless in analyzing the effects of such governmental actions. Economists should free themselves from slavish adherence to outmoded concepts and fashion new tools for the new problems raised by the modern Leviathan.” Discuss.
  5. The following figures represent the prices and quantities of two commodities, A and B, consumed by three individuals having the incomes stated in two different periods of time.

Assuming that each individual spends his whole income on the two commodities, and assuming also that there is no change in tastes between the two periods, indicate for each individual what the above information reveals as to whether the bundle of goods consumed in Period I represents a lower or a higher level of satisfaction that the bundle consumed in Period II. Explain your conclusions fully. (It is recommended that a diagram be used in answering this question.)

  1. (a) Describe and discuss briefly the circumstances that gave rise to the establishment of the Federal Reserve System and the major events (including its actions) in its history.
    (b) In light of this survey of the record, comment on the following conclusion of one student: “The Federal Reserve System should be abolished. It served as an engine of inflation in two World Wars and post-war periods, hindered the re-establishment of satisfactory monetary standards throughout the world in the 1920’s, and failed to prevent the Great Depression, if indeed it was not itself largely responsible for the severity of that depression. The United States would have had a happier history if the pre-1913 monetary arrangements had been continued thereafter.”
  2. “From the preceding considerations it would be seen, even if it were not otherwise evident, how great an error it is to imagine that the rate of interest bears any necessary relation to the quantity or value of the money in circulation. An increase in the currency has in itself no effect, and is incapable of having any effect, on the rate of interest.” (J.S. Mill)
    “We can sum up the above in the proposition that in any given state of expectation there is in the minds of the public a certain potentiality towards holding cash beyond what is required by the transactions-motive or the precautionary-motive, which will realize itself in actual cash holding in a degree which depends on the terms on which the monetary authority is willing to create cash…Corresponding to the quantity of money created by the monetary authority, there will, therefore be set.  par. a determinate rate of interest.” (J.     Can you reconcile these opinions concerning the determinants of the interest rate? Explain fully, making and stating any assumption you like as to the conditions of production, the time period under consideration, and the flexibility of prices and costs.
  3. What measures would you advocate—and give your reasons for inclusion and omission—for controlling the inflationary tendency in the U.S. under present conditions?
